Mr. Roger Gage, representing Prudential Insurance Company of America, re- <br /> viewed the changes being proposed and presented renderings to show the changes <br /> made from the original plan to the present. He stated these changes have come <br />~' about because of the on-going master plan and market standpoint as well as a <br />x'[ sensitivity to concerns of the city and the community. He reviewed the reduc- <br />[A~ tion of heights and densities in the Office and R&D zoning areas; the addi- <br /> tional commercial zoning on two pieces of property; the future child care cen- <br />Ill ter site; and the proposal of the Chabot extension south. He stated the re- <br />~ duced densities and heights on buildings near Hopyard Road will have an aes- <br />~ thetic value, and that the taller buildings will be clustered back from the <br /> immediate view of Hopyard Road. He stated the commercial service area will <br /> allow retail space within the project for convenience of the employees of the <br /> business park. Council expressed concern that this retail market not detract <br /> from downtown businesses. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Vice Mayor Brandes declared the public <br /> hearing closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, <br /> that Resolution No. 85-285, determining on the basis of a review of initial <br /> environmental study done for this project, that no significant environmental <br /> impact would occur as outlined in the City's guidelines and that a Negative <br /> Declaration is appropriate in connection with PUD-81-30-8M, application of <br /> Prudential Insurance Company of America for modification of the Hacienda Busi- <br /> ness Park Planned Unit Development to amend land use, zoning and site designa- <br /> tions of 15 sites within Phase I of the Hacienda Business Park, a 573 acre <br /> site located north of the Arroyo Mocho between Hopyard Road and the Southern <br /> Pacific Railroad right-of-way, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wood, and Vice Mayor Brandes <br /> NOES: None <br /> ABSENT: Mayor Mercer <br /> <br /> It was moved by Councilmember Butler, and ~econded by Councilmembr Mohr, <br /> that Ordinance No. 1202, to be read by title only and waiving further reading <br /> thereof, approving PUD-81-30-8M, application of Prudential Insurance Company <br /> of America for modification of the Hacienda Business Park Planned Unit <br /> Development (PUD-81-30, Ordinance No. 1109) to amend land use, zoning and site <br /> designations of 15 sites within Phase 1 of the Hacienda Business Park, a 573 <br /> acre site located north of the Arroyo Mocho between Hopyard Road and the <br /> Southern Pacific Railroad right-of-way, subject to all conditions contained in <br /> Planning Commission Resolution No. 2656, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wood, and Vice Mayor Brandes <br /> NOES: None <br /> ABSENT: Mayor Mercer <br /> <br /> AP-85-5, Appeal of a decision of the Board of Adjustment denying the approval <br /> of the application of Stephen MeLeod for variance from the Ordinance Code to <br /> allow single-family residential use without two required covered parking <br /> spaces at 1358 Santa Rita Road.
