She advised that in anticipa- <br />tion of the appointments this evening she had not read her agenda packet and <br />would defer to Mr. Hoyt. <br /> <br />After further discussion, Council determined that the above appointmnts <br />would become effective on May 8, 1985. <br /> <br />Councilmember Mohr stated there seems to be some uncertainty regarding <br />whether or not alternate members on boards and commissions will automatically <br />be appointed as regular members on that board or commission when there is a <br />vacancy, and also with regard to counting the time served as an alternate mem- <br />ber counting as time as a regular member. After discussion, Mayor Mercer ap- <br />pointed Councilmember Mohr and one member from each of the Commissions, at the <br />choice of Councilmember Mohr, as a subcommittee to review and make recommenda- <br />tions regarding this matter, for Council consideration. <br /> <br />Councilmember Butler thanked Council for their support in authorizing the <br />LAVWMA Boardmembers to vote in favor of the agreement to provide additional <br />system discharge services between EBDA and LAVWMA, as this is a very important <br />issue for Pleasanton. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Councilmember Mohr advised that the City of Livermore has adopted a <br />slightly different language in the Joint Powers Agreement for the bus transit <br />system, but the intent is the same as approved by the Pleasanton City Council. <br />She stated the language has been reviewed by the Committee but there was not <br />time to prepare a report regarding this matter but that she hoped to have it <br />prepared for consideration at the next Council meeting. <br /> <br />Mayor Mercer stated that Councilmember Wood has requested Council to con- <br />sider appointing Jerry Lemm as a member on the Alameda County PIC Board. <br />It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />that Resolution No. 85-240, recommending that Jerry Lemm be appointed as a <br />member on the Alameda County PIC Board, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />MEETING OPEN TO THE PUBLIC <br />Mr. Paul Ebright, 5416 Blackbird Drive, stated that Pleasanton has grown <br />and matured quickly over the past three to five years, and is becoming an ur- <br />ban area. He stated that recreation opportunities are outstanding, but he <br />feels it is time to consider a championship 18 hole golf course. He stated <br />there are many benefits which a good golf course can bring to a city such as <br />Pleasanton as follows: provide open space and green belt area; provide an at- <br />traction for large companies to locate within the community; provide summer <br />employment for youth; provide scenic beauty for the entire community; and pro- <br />vide sales tax income. He presented Council a survey data report and request- <br />ed that they consider the possibility of providing a golf course for the City <br />of Pleasanton. <br /> <br />Ms. Lori Greer, 4242 School Street, stated the problem of students parking <br />in this residential area continues to worsen. She requested Council assis- <br />tance in solving this dangerous situation. After discussion, Mayor Mercer <br /> <br />- 6 - <br /> <br />5-7-85 <br />
