<br /> <br /> <br /> <br />Mr. Fred Howell, representing EVH Partnership, stated he is willing to go <br />along with the 25% per year low income set-aside for 15 years, and would agree <br />to that modification on the draft long term agreement with EVH. <br /> <br />After discussion, it was moved by Councilmember Mohr, and sconded by Coun- <br />cilmember Butler, that Resolution No. 85-250, approving the long term agree- <br />ment between the City and EVH Partnership as modified to include at 25% per <br />year low income set-aside, in accordance with the growth management program <br />guidelines, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />Housing Authority Board <br />Councilmember Brandes stated that in regard to recent discussions relative <br />to the Housing Authority Board and Dublin representation on that Board, he <br />would propose that the City dissolve the Pleasanton Housing Authority and give <br />the Arroyo Vista low-income housing project to Dublin. He further proposed <br />that the City Council become the Housing Authority Board and to appoint a <br />Housing Authority Commission that would report to the Council the same as <br />other commissions in the City. This Commission would oversee Kottinger Gar- <br />dens and any future housing projects of the City, with direct management con- <br />trol by City staff. He stated this would not preclude the Pleasanton, Dublin, <br />and Livermore Housing Authorities from working together. <br /> <br />Mayor Mercer stated that he had been contacted by Mayor Snyder andCoun- <br />cilmember Moffatt from Dublin and they are interested in taking over the Ar- <br />royo Vista project, since it is in their city. He advised that if this is not <br />done, they would like representation on the Housing Authority Board. <br /> <br />Councilmember Mohr stated she has a real problem with dissolution of the <br />Housing Authority and it being put under the City Council; she saw trhe pos- <br />sibility of the low income housing project becoming a political football and <br />she would like to see that protected. She also expressed concern regarding <br />the cost to the City in taking over the Kottinger project and future projects. <br />She advised that in her discussions with some Dublin Councilmembers they were <br />not in favor of taking over the Arroyo Vista project. She added that Council- <br />member Wood has spent a lot of time on this matter and she felt that no deci- <br />sion should be made until he is present. She stated she felt the Joint Powers <br />Agreement is the best approach. <br /> <br />Councilmember Brandes stated the intend of this action is to provide bet- <br />ter and more direct service for the projects and the people living there. <br /> <br />It was moved by Councilmember Brandes, and seconded by Mayor Mercer, tha <br />the City Council dissolve the Housing Authority Board, that the City Council <br />become the Housing Authority, and appoint a Housing Authority Commission to be <br />directly responsible to Council. <br /> <br />Councilmember Butler stated this matter was discussed some years ago but <br />at that time the Arroyo Vista project was in its concept stages and fear of <br />jeopardizing the construction of the project deemed any changes unadvisable. <br />He stated that since the Arroyo Vista project is now a reality it seems logi- <br />cal that it be placed under the jurisdiction of Dublin.
