<br /> <br /> <br /> <br />Proposed Ridgeland Regional Park Feasibility Study <br />Mrs. Wagner presented the report of the Director of Parks and Community <br />Servics (IR 85:27) dated May 1, 1985, regarding this matter. No action was <br />required or taken by Council on the item. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Consideration of Draft Long Term Agreements - 1985 <br />Mr. MacDonald presented his report (SR 85:214) dated May 2, 1985, regard- <br />ing this matter. <br /> <br />Councilmember Brandes stated that this matter was brought before Council <br />at the last meeting at which time direction was given to the Subcommittee to <br />proceed with long term agreement negotiations with three developers. He ad- <br />vised that the agreements to be considered tonight between the City and EVH <br />Partnership, Castlewood Properties, and Val West are the result of meetings <br />held by the Subcommittee with these developers. He reviewed the benefits that <br />the City would receive from approval of these long term agreements, and he <br />urged favorable consideration of them. <br /> <br />It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that the long terms agreements between the City and EVH Partnership, <br />Castlewood Properties, and Val West, be approved. <br /> <br />Councilmember Mohr stated she felt there should be a 25% low income set- <br />aside required in the project for EVH Partnership. She requested the Subcom- <br />mittee to discuss this matter further with the developer. <br /> <br />It was moved by Councilmember Mohr to amend the motion that the EVH <br />Partnership long term agreement be continued until after further negotiations <br />with the Subcommittee to require 25% low income commitment for the project. <br /> <br />After discussion, Councilmember Mohr withdrew her amendment. <br /> <br />After further discussion, Councilmember Brandes withdrew his motion, and <br />Councilmember Butler withdrew his second to the motion. <br /> <br />It was moved by Councilmember Brandes, and seconded by Councilmember But- <br />ler, that Resolution No. 85-250, approving the long terms agreements between <br />the City and Castlewood Properties, and the City and Val West, be <br />adopted. <br />The roll <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />call vote was as follows: <br />Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />None <br />Councilmember Wood <br /> <br />Mr. Ted Fairfield, Civil Engineer, stated he would like to make the fol- <br />lowing observations regarding long term agreements: (1) when an allocation for <br />a given project starts exceeding 50 units per year it means that it wipes out <br />the possibility of another project having a long term agreement; if it was a <br />general policy that had 50 units per years as a maximum, other projects could <br />be included in that year; and (2) establish a policy that would not allow a <br />newly approved project to outrank a project that has been on line for some <br />time and waiting for long term agreement approval. <br /> <br />- 19 - <br /> <br />5-7-85 <br /> <br />86C: <br />
