He stated the interior of the building has not yet <br /> been designed. <br /> <br /> Mr. Chris Kinzel, TJKM, Traffic Consultants, reviewed the <br />traffic circulation that the proposed project would create. He <br />presented a brief overview of his study, stating that he is aware <br />of the sensitivity of Foothill Road and Dublin Canyon Road. He <br />advised he has also reviewed traffic studies done by Wilbur Smith <br />and Associates for this location and their conclusions are basi- <br />cally the same. He reviewed the various traffic.movements in the <br />area and stated that traffic from the proposed hotel site would <br />be a relatively low peak hour traffic generator and that the ho- <br />tel is probably the best use from a traffic standpoint. Mr. Kin- <br />zel stated that proposed improvements to 1-580 near Castro Valley <br />and Hayward in the next two to three years will have a signifi- <br />cant impact on the use of Dublin Canyon Road by commuters taking <br />a short cut. He stated that from his viewpoint the traffic fig- <br />ures are conservative and comply with newly developed city guide- <br />lines. He advised that with added stores at the Mall, develop- <br />ment of the Mozart property, and completion of a BART station and <br />parking lot, these traffic figures would still be acceptable. <br /> <br /> Councilmember Mohr asked if Mr. Kinzel included possible <br />development of a Kaiser Hospital and enlarged clinic in his fig- <br />ures. Mr. Kinzel stated that he had not, but felt that off- <br />setting conditions would keep the ratio in balance. His only <br />suggestion for a slight improvement to the traffic circulation <br />would be a northbound right turn lane into the Mall area, which <br />would allow thru traffic to move more freely. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> Mr. McVicor concluded the presentation by stating his client <br />is proposing to bring a AAA 4-Diamond Award hotel to this city. <br />He stated that traffic studies indicate there will be acceptable <br />traffic levels by 1988. He asked Council to approve staff and <br />Planning Commission recommendations and conditions. <br /> <br /> There being no further testimony, Vice Mayor Brandes declared <br />the public hearing closed on the application and the mitigated <br />negative declaration. <br /> <br /> It was moved by Councilmember Wood, and seconded by Council- <br />member Butler, that Resolution No. 85-193, determining on the <br />basis of a review of initial environmental study done for this <br />project, that case PUD-84-22 would havea significant adverse <br />impact upon the environment but that recommended conditions of <br />approval would reduce that impact to an insignificant level as <br />outlined in the City's guidelines, therefore a Mitigated Negative <br />Declaration is appropriate in connection with PUD-84-22, applica- <br />tion of Harbor View Investment, Inc., for Planned Unit Develop- <br />ment zoning and development plan approval to construct an ap- <br />proximately 156,000 sq. ft., 212 unit hotel and related facili- <br />ties on an approximately 3.6 acre site located on the east side <br />of Dublin Canyon Road (11910 Dublin Canyon Road), approximately <br />0°2 mile north of Foothill Road, be adopted. <br /> <br /> Page 5 4-16-85 <br /> <br /> <br />
