The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, and Wood
NOES: Councilmember Brandes and Mayor Mercer
ABSENT: None

It was moved by Councilmember Butler, and seconded by Councilmember Wood, that
Resolution No. 85-154, determining on the basis of a review of initial environmental
study done for this project, that case PUD-84-18 would have a significant adverse im-
pact upon the environment but that recommended conditions of approval would reduce
that impact to an insignificant level as outlined in the City's guidelines, therefore
a Mitigated Negative Declaration is appropriate in connection with PUD-84-18, applica-
tion of Equity Enterprises et al for PUD zoning and development plan approval for a 39
unit townhome/condominium project at 4005 Stanley Boulevard, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

It was moved by Councilmember Brandes, and seconded by Councilmember Butler, that
Ordinance No. 1187, to be read by title only and waiving further reading thereof, ap-
proving PUD-84-18, application of Equity Enterprises et al for PUD zoning and develop-
ment plan approval for a 39 unit townhome/condominium project at 4005 Stanley Boulevard,
subject to all conditions contained in Planning Commission Resolution No. 2577, be
introduced.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

GP-85-1, Application of the City of Pleasanton to amend the General Plan Land Use
designation of an approximately 2.25 acre site located at 553~ 539~ ~nd .5.71 st. John
Street from Commercial and Offices to High Density Residential

Consider Adoption of Negative Declaration

RZ-85-1, Application of the City of Pleasanton to rezone an approximately 3.0 acre
site located at 539, 553, and 571 St. John Street from I-G (General Industrial) Dis-
trict to the RM-1500 (Multi-family. Residential) District or any other zoning district
consistent with the General Plan
Mr. Harris presented his reports (SR 85:154 and SR 85:155) dated March 26, 1985,
regarding these items.

Mayor Mercer declared the public hearing open on the applications and the negative
declaration.

Mr. Brad Hirst, 1811 Santa Rita Road, representing Villa Armando Winery, stated
that for many years the general plan designated this area to be high density, then a
few years ago it was changed from high density to commercial. He stated this applica-
tion is the next step in the removal of the Villa Armando Winery to their property out-
side of Livermore; which will be beneficial to the winery as well as the surrounding
area.. He stated it makes sense to designate this ar.ea as high density residential be-
cause it is at the end of a dead end street; the property on the south side of the
street is designated high density RM-1500 zoning; and that commercial zoning designa-
tion at this location would create spot zoning. Mr. Hirst advised that there is a
possibility that a senior citizens housing complex will be constructed at this loca-
tion. He stated he concurs with the staff report and recommendations.

6. 3/26~S5
