funds in the five year capital improvement budget as soon as possible for the extension <br /> of the Del Valle Parkway to Stanley Boulevard. <br /> <br /> Mr. Bret Wilcox, representing his parents at 3988 Stanley Boulevard, stated he <br /> appreciates the time that Planning Commission, City Council, and staff have taken to <br /> consider the concerns of the citizens regarding the widening of Stanley Boulevard. He <br /> stated he is appreciative of George Spiliotopoulos in contacting the neighbors relative <br /> to the proposed development, and he would encourage all developers to work closely with <br /> surrounding established neighborhoods when considering proposed development. <br /> <br /> Mr. J. Vacarro, 855 Dublin Canyon Road, Hayward, stated he would like to have the <br />applicants state the specifics of the formation of the partnership of Hirst, Spilioto- <br />poulos, and Mello. Mayor Mercer suggested that Mr. Vacarro obtain this information <br />from some place other than a City Councilmeeting; stating that the information has <br />nothing to do with the application under consideration. The City Attorney stated there <br />are legal means whereby this information can be obtained other than 'a City Council <br />meeting; that Council can limit consideration and questions to the project. <br /> <br /> Mr. Dave Peterson, 4013 Stanley Boulevard, stated this is a well planned project <br />and that Mr. Spiliotopoulos has kept the residents informed. He stated he is con- <br />cerned about his property looking out on this project and its recreation area. He <br />requested the soundwall be continued to include his property to insure preservation <br />of his privacy as well as mitigate any adverse noise impact. He stated he also has <br />concerns regarding traffic with the widening of Stanley Boulevard. <br /> <br /> Mr. Spiliotopoulos stated he fully intends to do whatever is necessary to solve <br />the problem referred to by Mr. Peterson to his satisfaction. <br /> <br /> There being no further discussion, Mayor Mercer declared the public hearing closed <br />on the two applications, the negative declaration, and the mitigated negative declara- <br />tion. <br /> <br /> Council discussion ensued regarding whether or not to amend the general plan to <br />include the entire area on the north side of Stanley Boulevard or only the one parcel <br />that is being considered for rezoning. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Wood, that Resolution <br />No. 85-153, determining on the basis of a review of initial environmental study done <br />for this project, that no significant environmental impact would occur as outlined in <br />the City's guidelines and that a negative declaration is appropriate in connection with <br />GP-84-14, application of Equity Enterprises and the City of Pleasanton for a general <br />plan amendment to redesignate properties on the north side of Stanley Boulevard between <br />the Mobil Oil Company service station located at 1024 Main Street and the 13.65 acre <br />Madden property located immediately east of 3963 Stanley Boulevard from Medium Density <br />Residential to High Density Residential, be adopted. <br />The roll call vote!was as follows: <br />AYES: Councilsembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr~ that <br />Resolution No. 85-158, approving GP-84-14, application of Equity Enterprises and the <br />City of Pleasanton for a general plan amendment to redesignate the 2.65 acre parcel <br />located at 4005 Stanley Boulevard from Medium Density Residential to High Density <br />Residential, and the remainder of the subject area be left as currently designated <br />until the Residential Review Committee has submitted their report and the Del Valle <br />Parkway alignment study has been completed, be adopted. <br /> <br /> 5. 3/26/85 <br /> <br /> <br />
