221 <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Ben Tarver, 1144 Arak Court, stated that Pleasanton residents have been using <br /> the Fromm Business Park property on Bernal Avenue as a parking place for carpooling <br /> until recently, when the property was posted for no parking. He requested that Council <br /> look into the possibility of using a portion of Alameda County Fairgrounds or Stone- <br /> ridge Shopping Center as a location for a carpooling parking lot. Mayor Mercer in- <br /> structed staff to look into the possibility of using the Fairgrounds or Stoneridge as <br /> carpooling parking lot locations. <br /> <br /> Mr. Chris Lodges, Valley resident and owner of the Livermore Valley Cellars Winery, <br /> requested that Council not get involved in the preservation of vineyard lands; let the <br /> farmers and the market place determine it. He stated there is a surplus of vineyards <br /> and wineries at the present time. <br /> <br /> PUBLIC H'EARINGS <br /> GP-84-1~.~.. Application of .Equity Enterprises and the City of Pleasanton for a general <br /> plan amendment to redesignate properties on the north side of Stanley Boulevard be- <br /> tween the Mobil Oil Company service station located at 1024 Main Street and the 13.65 <br /> acre Madden property located immediately east of 3963 Stanley Boulevard from Medium <br /> Density Residential to High Density Residential <br /> <br /> Consider Adoption of Negative Declaration <br /> <br />PUD-84-18, Application of Equity Enterprises et al for PUD zoning and development <br />plan approval for a 39 unit townhome/condominium project at 4005 Stanley Boulevard. <br />Zoning for the property is currently R-i-2.0,000 (Single-family Residential) District <br /> <br />Consider Adoption of Mitigated Negative Declaration <br /> Mr. Harris presented his reports (SR 85:133 and SR 85:134) dated March 26, 1985, <br />regarding these two items. <br /> <br /> Mayor Mercer declared'the public hearing open on the applications, negative de- <br />claration, and mitigated negative declaration. <br /> <br /> Mr. George Spiliotopoulos, 5638 San Jose Drive, one of the proponents, stated he <br />concurs with the recommendations in the staff report. He thanked the neighbors on <br />Stanley Boulevard for their support. He presented rendering of the proposed project <br />and stated the development will give character and be compatible to the long estab- <br />lished neighborhood. <br /> <br /> Mr. John Payne, 3689 Pimlico, and owner of property on Stanley Boulevard, stated <br />he favors rezoning the entire area on the north side of Stanley Boulevard. He added <br />the realignment of the Del Valle Parkway will create a buffer zone for this area and <br />will enhance the neighborhood. <br /> <br /> Mr. Jay Leone,~5286 Crestline Way, owner of property at 4031 Stanley Boulevard, <br />stated he is in favor of total rezoning of the north side of Stanley Boulevard; adding <br />he felt the rural atmosphere has been ruined. <br /> <br /> Mr. Joe Madden, 1544 Santa Rita Road,' stated he is in complete agreement with the <br />staff .report and recommendations. He stated that with regard to the common property <br />line, he felt confident that Council will be fair in spegifying the depth of the buffer <br />zone which will be entirely on his property. He stated there is a noise studybeing <br />conducted by the developer at this time. He stated he is in agreement that the 45 dba <br />level be attained; but to be beneficial to commercial and residential property he felt <br />the fence should be eight feet high. Mr. Madden stated that with respect to the bike <br />path as interim, he felt it should be considered as'permanent as this is a major bike <br />route from Pleasanton to Livermore.
