Adopt as an emergency measure Ordinance No. 1186, to be read by title only and <br /> waiving further reading thereof, repealing Ordinance No. 1029 designating time <br /> and place of regular City Council meetings; and adopting Resolution No. 85-149, <br /> designating time and place of City Council meetings. <br /> <br />t. Adoption of Resolution No. 85-150, approving the e~penditure of approximately <br /> $110,000 from the Expansion Fund, for improvements to the East Amador Pumping <br /> Station. <br /> <br />u. Adoption of Resolution No. 85-151, authorizing the filing of a claim with the <br /> Metropolitan Transportation Commission for allocation of Transportation Develop- <br /> ment Act Article 4.5 funds for Fiscal Year 1985-86, to enable the city to continue <br /> its present transportation program for the elderly and disabled; and authorizing <br /> the Director of Parks and Community Services to execute and file the claim. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Mayor Mercer on item 4j <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Butler stated that with regard to the Appeal of Dean Wagerman <br />relative to address assignments at Deer Oaks Subdivision that was denied at the <br />meeting of March 12, 1985, he would like this matter reconsidered at this meeting. <br />Council Concurred. The matter was placed as item 9a on the agenda. <br /> <br /> Councilmember Mohr stated that as a follow up to the statements made by BART <br />representatives at the Tri-Valley Council meeting on March 21, 1985, she would like <br />Council to consider what the City's alternative are regarding allocation of the 1/2¢ <br />tax to get service to the. Pleasanton area. Mayor Mercer advised this tax is regulated <br />by the State of California. He stated Council could ask BART's Director Bob Allen to. <br />come to explain about the BART situation; the City could look into possible legislation <br />that would require BART to complete service to the Livermore-Amador Valley when lines <br />are put into service in other counties; and/or the City could go on record in support <br />of SB 290, Foran bill to increase the gas tax by 5¢, with 3~coming back to county <br />government for transportation needs and road improvements. CoUncilmember Wood stated <br />he opposes raising any taxes. After further discussion, it was moved by Councilmember <br />Mohr, and seconded by Councilmember Brandes, that Resolution No. 85-152, supporting <br />SB 290 (Foran) for increase in gas sales tax for road improvements and other trans- <br />portation needs, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Mayor Mercer <br />NOES: Councilmembers Butler and Wood <br />ABSENT: None <br /> <br /> Mayor Mercer instructed staff to provide copies of this resolution to the appro- <br />priate legislators. <br /> <br /> Councilmember Brandes advised that several cities in the Bay area have enacted <br />legislation relative to TV satellite. dishes.
