That development within the Ruby Hills area not be approved even after <br /> realignment of Highway 84, but rather be reserved for agricultural use <br /> (exceeds study recommendations). <br /> <br /> "In addition, we request the Council to reconsider approval of the Caroline <br /> project for 19 units on Vineyard Avenue and the Amador Savings and Loan pro- <br /> ject for 32 units recently approved by the Planning Commission." <br /> <br />Mrs. Tarver advised that those signing the petition were eager to do so, and are <br />frustrated by the large number of multiple dwelling units being approved in this <br />area, and not enough consideration given to the traffic problems. She stated the <br />residents are particularly concerned about the Caroline project and the set aside <br />units for low income. She stated she felt that approval should be conditions so <br />that people who purchase these low income units should be required to live in them. <br /> <br /> Mr. Joe Ales, 4046 Graham, stated he is in the process now of annexing his pro- <br />perty on Vineyard Avenue to the City but is willing to hold off on development until <br />the street extension is completed. He stated it makes good sence to develop the land <br />and that it is a good location for apartments. He encouraged Council to consider <br />medium density zoning for the Remen Tract. <br /> <br /> Mr. David Safreno, 307 Mavis Drive, stated he is opposed to any further develop- <br />ment on Vineyard Avenue. He advised he lives at the corner of Mavis and Vineyard, <br />and that he has a serious parking problem in front of his residence. He stated that <br />putting 19 homes on the small piece of Caroline property opposite Mavis will add to <br />the large problems already existing there. <br /> <br /> Mr. Ben Tarver, 1144 Arak Court, stated there seems to be some confusion relative <br />to the traffic reports regarding the level of service rating. He stated it is impor- <br />tant to keep prezoning and rezoning down and not to encourage development until the <br />traffic problems are resolved. He advised he agrees that no further development should <br />be approved until both the north and south extensions of Bernal Avenue are started. He <br />reiterated his concerns regarding the dangerous conditions on Vineyard Avenue. He re- <br />quested Council to look at the 32 unit project that was approved by Planning Commission <br />before taking action. He stated the cumulative effect of all the approved projects will <br />have a serious adverse impact on the Vintage Hills/Vineyard Avenue area. <br /> <br /> Mrs. Nancy Storch, 3193 Chardonnay Drive, expressed concern regarding the plans to <br />make Chardonnary Drive a major street. She stated that residents on this street would <br />prefer it be made a cul-de-sac. She added that existing housing would be disrupted if <br />E1 Charro Road is extended to Vineyard Avenue. <br /> <br /> Mr. Ron Schneider, 650 Orofino Court, thanked the City Council and staff for the <br />Vintage Hills/Vineyard Avenue study, stating he supports the recommendations of staff. <br />He stated he also supports the previous speaker with regard to making Chardonnay Drive <br />a cul-de-sac street. <br /> <br /> Mr. James Griffin, 3036 Chardonnay Drive, stated he supports the staff recommenda- <br />tions of the subject report to not allow any further development until both north and <br />south extensions of Bernal Avenue are commenced. He advised that it is a matter of <br />record when the Texeira property was annexed to the City three years ago that Chardonnay <br />Drive would be madd a cul-de-sac, not a through street. He stated he is opposed to <br />Chardonnay Drive becoming a major street. <br /> <br /> 7. 3/12/85 <br /> <br /> <br />
