169 <br /> <br /> Mr. Chuck Muth, 3644 Vine Street, spoke in opposition to this project, stating <br />it will create a significant adverse traffic impact on Vineyard Avenue, which is <br />already at service level E without approving this application. He requested that <br />no decision be made until after completion and review of the Vintage Hills study. <br />He added that the lot depth should be given additional review aswell as completion <br />of the Valley Avenue/Bernal extension before any action is taken on this matter. <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, representing the Vintage Hills Homeowners <br />Association, stated this group opposes the proposed project. He stated they request <br />that this project not be built until the Valley Avenue/Bernal extension is completed; <br />and that further consideration of the matter be delayed until after review of the <br />Vintage Hills study. He stated that it is the consensus of the Vintage Hills Home- <br />owners Association and Mavis Drive residents that any further development in this <br />area be limited to single-family detached homes, in order to cut down on density and <br />traffic. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the mitigated negative declaration. <br /> <br /> Councilmember Brandes stated he concurs with the recommendation of Planning Com- <br />mission regarding the negative declaration. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Mohr, that Resolution No. 85-72, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental impact <br />would occur as outlined in the City's guidelines and that a negative declaration is <br />appropriate in connection with PUD-84-7, application of John and Joan Caroline for <br />development plan approval for a 19 unit detached single-family residential project <br />proposed for the approximately 2.0 acre site located on the north side of Vineyard <br />Avenue opposite Mavis Drive, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Wood <br />ABSENT: None <br /> <br /> Councilmembers Butler and Wood stated they would be voting in opposition to this <br />item because they felt it is appropriate to delay a decision until after review of <br />the Vintage Hills study, and as requested by residents in the area. <br /> <br /> Mayor Mercer stated he supports this project as there will be an insignificant <br />number of traffic added to Vineyard Avenue because of this development, a~d because <br />of the great need for this price housing in the City. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Ordinance No. 1181, to be read by title only and waiving <br />further reading thereof, approving PUD-84-7, application of John and Joan Caroline <br />for development plan approval for a 19 unit detached single-family residential pro- <br />ject proposed for the approximately 2.0 acre site located on the north side of Vine- <br />yard Avenue opposite Mavis Drive, subject to conditions approved by Planning Commis- <br />sion and contained in Exhibit B in Staff Report 85:04, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Mayor Mercer <br />NOES: Councilmembers Butler and Wood <br />ABSENT: None <br /> <br />RZ-84-20, Application of the City of Pleasanton for amendment to the Ordinance Code <br />to allow eight (8) foot high rear and side yard fences in residential districts~ <br />and to modify the definition of "rear yards" <br /> <br /> 7. 2/12/85 <br /> <br /> <br />
