*'171 <br /> <br /> Mrs. Charlotte Severin, 4513 Mirador Drive, Chairperson of the Cable TV Citizens <br /> Advisory Committee, stated this committee would like to see a strong base support for <br /> public community access and staff for this programming. She advised that 2% of the <br /> gross revenue is needed for this support. She stated that the committee unanimously <br /> support a public access studio, fully equipped, and available 24 hours a day, under <br /> the control of a non-profit corporation to set policy and control of public access <br /> in Pleasanton. She stated that the non-profit corporation could be made up of re- <br /> presentatives from City staff, school district, and other organizations within the <br /> City. She stated that funding for this programming could be reflected in the model <br /> ordinance. <br /> <br /> Mr. Richard Rebholz, 1951 Foxswallow Circle, stated that public access television <br />would not be of interest to him, and he did not feel it would be fair for him to have <br />to pay for it. He stated he did not think Viacom should have to pay for it, so he <br />asked who would Day for this service. He concluded by stating that Viacom provides <br />excellent service. Councilmember Brandes stated that the City is entitled to certain <br />franchise fees which could be used for the community access television. He advised <br />that public access can be used to teach classes between schools, televise City Council <br />meetings and other community meetings and programs; adding there is a lot of merit to <br />this potential. Mayor Mercer stated that Council will look at the bottom line re- <br />garding costs. <br /> <br /> There being no further testimony, Mayor Mercer declared the public heaping closed. <br /> <br /> Councilmember Brandes advised that all input received this evening will be con- <br />sidered by the negotiating committee. <br /> <br />PUD-84-7, Application of John and Joan Caroline for development plan approval for a <br />19 unit detached single-family residential project proposed for the aDDroxim~elv <br />acre site located on the north side of Vineyard Avenue opposite Mavis Drive. ~'hls <br />site is currently being prezoned PUD (Planned Unit Development)-Medium Density Resi-1 <br />dential District <br /> <br />Consider Adoption of Mitigated Negative Declaration <br />(Contd. Open from 1-7-85) <br /> Mr. Harris presented his report (SR 85:04) dated January 7, 1985, regarding this <br />matter. He stated that staff recommends two conditions be added as follows: (1) that <br />construction of the project not be allowed to commence until completion of the Berna! <br />Avenue to Valley Avenue extension; and (2) completion of sidewalks. in the area. He <br />also recommended that no decision be made on this item until after comoletion of the <br />Vintage Hills land use study. <br /> <br /> Mayor Mercer declared the continued public hearing open on the application and <br />the mitigated negative declaration. <br /> <br /> Mr. John Caroline, applicant, 4487 Pleasanton Avenue, stated he and his wife feel <br />this is a great project, with units starting at $79,500.00. He stated he concurs with <br />Planning Commission recommendations and conditions, and disagrees with the conditions <br />suggested by Mr. Harris. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> Mr. Joe Davis, 447 Mavis Drive, representing residents on lower Mavis Drive, <br />stated they are against the project because of traffic and parking problems that <br />it will create. He stated they also feel there ape too many units on this small, <br />narrow piece of property. <br /> <br /> 6. 2/12/85 <br /> <br /> <br />
