173 <br /> <br /> Mayor Mercer stated that he felt a four-way stop sign at Valley Avenue and <br />Crestline Road is imperative for the safety of the communitv. It was moved by <br />Mavor Mercer, and seconded by Councilmember Wood, that Resolution No. 85-71, estab- <br />lishing a four-way stop sign at Valley Avenue and Crestline Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Wood, and Mayor Mercer <br />NOES: Councilmembers Butler and Mohr <br />ABSENT: None <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. M. C. Mosier, 240 Kottinger Avenue, stated that conditions at the Kottinger <br />complex are deplorable. He cited a heating problem in one unit and water leakage in <br />several apartments. He stated he did not feel that Mr. Parsons, Executive Director <br />of the Housing Authority, is operating the project properly. He stated he intends <br />to contact HUD in San Francisco and Washington, D.C., and then requested assistance <br />from Council in getting these problems solved. After discussion, Mayor Mercer in- <br />structed Councilmember Brandes to contact Mr. Parsons regarding a solution to this <br />matter, and to report back to Council on this issue. <br /> <br />PUBLIC HEARINGS <br />Proposed Cable TV Ordinance and Francise Agreement <br /> Mr. Walker presented his report (SR 85:78) dated February 12, 1985, regarding <br />this matter. <br /> <br /> CouncilmenLber Brandes stated he is the Cityts liaison member on the Cable TV <br />franchise negotiating committee, along with representatives from Dublin, San Ramon, <br />and Livermore. He advised that negotiations are underway, with the assistance of <br />the citizens advisory committee and a cable TV consultant. He stated the purpose <br />of this public hearing is to obtain citizen input regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Scott Rubin, 2236 Corte Melina, asked that consideration be given to broad- <br />casting in stePco. <br /> <br /> Ms. Ann Possier, intern in cable television, requested support for community TV <br />broadcasting. She stated this would give her an opportunity for camera experience. <br /> <br /> Mr. Frank Belecky, 892 Madeira Drive, stated he opposes Viacom billing 60 days <br />in advance and wanting the payment immediately. <br /> <br /> Mr. Keith Warden, 4611 Third Street, stated that Viacom service has been very <br />good. He stated he is concerned about the capacity of Viacom to provide community <br />access service to the City since there is no profit to Viacom relative to this ser- <br />vice. He requested that some mechanism be made available to make this avenue open <br />with no added cost to Viacom. He suggested this be included in the City budget <br />rather than an increased rate to the customer. <br /> <br /> Ms. Sue Tubridy, 3774 Oakbrook Court, stated she has been a subscriber of Viacom <br />Cablevision for six months and that the service is much better than in other cities. <br />She recommended the City do what it can to keep this outstanding service. <br /> <br /> Mr. Dale Bowman, 789 Bonita, stated the service is good. He expressed concern <br />regarding promotions for HBO being shown on public channels. Councilmember Brandes <br />stated that this is legal and there is nothing that the City can do regarding this <br />matter except voice opposition. <br /> 5. 2/12/85 <br /> <br /> <br />
