Park use of the access road to their property on the Ridge; (b) alternative- <br />ly, conditioning approval such that, final map of the common open areas and <br />areas outside planned grading within custom lots occupying the "bench" areas <br />be planted in random growth patterns with 5 and 15 gallon trees (native spe- <br />cies) with a support drip/bubbler irrigation system at the time the first <br />final map is approved for a portion of the project, that after grading, simi- <br />lar random plantings occur along streets and within lots in a pattern to be <br />approved at the time of any tentative map including streets within the "bench" <br />areas, and that Lots 22 and 23, 26, 52-60, and 63-70 be the last lots in the <br />project subdivided and offered for sale; Condition No. 3 include staff recom- <br />mendations as follows: "That prior to approval of the final development plan, <br />the developer shall enter into an agreement which, in the view of the City <br />Attorney, appropriately protects the City from landslide and subsidence claims <br />which may arise as a result of building this project on a hillside location"; <br />and Condition No. 23 should read "that a twenty (20) ft. landscaped strip <br />designed to reflect a rural character be installed and maintained by the home- <br />owners association, said landscape plan to be proposed at the time of submit- <br />tal of the final development plan for approval by the City, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Council instructed staff to write a letter to East Bay Regional Park in- <br />forming them that access to the East Bay Regional Park on the Ridge would not <br />be allowed through access to the City park. <br /> <br /> Mayor Brandes recessed the meeting at 9:55 p.m. <br /> <br /> Mayor Brandes reconvened the meeting at 10:00 p.m. <br /> <br />GP-84-1, Application of the City of Pleasanton to amend the Circulation Ele- <br />ment of the General Plan to delete West Las Positas Boulevard as an arterial <br />east of Santa Rita Road and to designate an extension of Stoneridge Drive east <br />of Santa Rita Road to E1 Charro Road with a conceptual extension to Livermore <br /> <br />Consider Certification of Environmental Impact Report <br /> Mr. Swift presented his report (SR 85:610) dated December 17, 1985, <br />regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />environmental impact report. <br /> <br /> Mr. Harvey Levine, 1296 Vintner Way, representing Falcon Development Com- <br />pany, concurs with the proposed general plan alignment. <br /> <br /> Mr. Ted Fairfield, representing Rhodes and Jamieson, stated that while he <br />agrees the general plan should be changed he is concerned regarding the inter- <br />secting streets. He stated the various agencies need to get together to <br />resolve some of the problems associated this with matter. He concurred with <br />the Planning Commission action. <br /> <br /> Mr. A1 Dutchover, 147 Bernal Avenue, representing the owners of the 77 <br />acre parcel at the end of Martin Avenue, stated that the extension of <br />Stoneridge Drive will take approximately 12 acres of this property; they would <br /> <br /> 8 - 12-17-85 <br /> <br /> <br />
