She thanked the City Coun- cil for support of this program. Mayor Brandes also called attention to the Drunk Driving Enforcement Pro- gram that will be initiated by the Pleasanton Police Department during the Christmas season. MATTERS INITIATED BY COUNCILMEMBERS Councilmember Butler stated that the Sewer Subcommittee of the City Coun- cil met with representatives of Dublin San Ramon Services District and Alameda County regarding a Joint Powers Agency to handle the sewage treatment and ex- port expansion, and are getting close to agreement in forming the JPA. He stated it is important that Council support this concept to acknowledge the fact that progress is being made. He stated the Regional Water Quality Con- trol Board is interested in seeing what progress is being made; and it will also show the new City Council in Livermore what is being done so they can be aware of their options. After discussion, it was moved by Councilmember But* ler, and seconded by Councilmember Mercer, that Resolution No. 85-565, endors- ing in principal a Joint Powers Agency between the City of Pleasanton, Dublin San Ramon Services District, and Alameda County, to implement the Livermore- Amador Valley Wastewater Management planning study.
