Councilmember Mercer asked staff to investigate the traffic problem at the <br />intersection of Johnson Drive and Hopyard Road created by vehicles making a U- <br />turn at this intersection after coming off 1-580, which slows down traffic and <br />creates a bottleneck. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />PUD-85-2-2D, Application of the Val Stroqgh Company for development plan ap- <br />proval for four auto dealership buildings on a 5.8 acre site located on Rose- <br />wood Drive south of 1-580 and northwest of Santa Rita Road. Zonin9 for the <br />property is PUD (Planned Unit Development)-Central Commercial District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 85:584) dated December 3, 1985, regard- <br />ing this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> Mayor Brandes declared the public hearing closed. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mer- <br />cer, that Resolution No, 85-566, determining on the basis of a review of ini- <br />tial environmental study done for this project, that no significant environ- <br />mental impact would occur as outlined in the City's guidelines and that a <br />negative declaration is appropriate in connection with PUD-85-2-2D, applica- <br />tion of the Val Strough Company for development plan approval for four auto <br />dealership buildings on a 5.8 acre site located on Rosewood Drive south of 1- <br />580 and northwest of Santa Rita Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Mercer stated he had several concerns regarding this ap- <br />plication; namely, will this agency be allowed to use auto racks, how will the <br />chain link fence be designed in conjunction with the BMW dealership, the ex- <br />cessive height of the sign, the landscaping, storage of hazardous materials, <br />and participation in the mutual benefit district. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember Mohr, that Resolution No. 85-567, denying without prejudice PUD- <br />85-2-2D, application of the Val Strough Company for development plan approval <br />for four auto dealership buildings on a 5.8 acre site located on Rosewood <br />Drive south of 1-580 and northwest of Santa Rita Road, subject to presentation <br />of detailed landscaping plans, sign program, conditions of mutual benefit dis- <br />trict, freeway landscaping of 15 ft. reserve area, fence between BMW dealer- <br />ship and this agency, use of auto racks, and color samples, be adopted. <br />The roll call vote was as follows: <br /> <br /> 3 - 12-3-85 <br /> <br /> <br />
