identifying signs so that people can find its location. He cited the number
of signs that other banking and loan businesses have in the area. He request-
ed approval of a third sign on the wall, stating it would not set a precedent,
and asking that the application be looked at based on need and its merits.

Mr. Robert Irwin, Attorney, 8730 Wilshire Boulevard, Beverly Hills, rep-
resenting Home Federal and Integrated Signs, stated he has been asked to re-
view this matter for Home Federal. He stated this is their first location in
Pleasanton, and the need for identification is stronger and greater than busi-
nesses already established here; they are unknown until they have adequate
visibility. This will provide fair and just competition with other savings
and loan operations in the area. Utilization of signage is the most effective
means of communication. He stated he did not know why staff recommended
against a third identification sign, and the report did not respond to
that. The third sign is a matter of deep concern to Home Federal and is needed
by them for identification purposes.

Mr. Morgan Gilman, 3165 Via Largo, Alamo, representing Gilkal Ventures,
stated that Home Federal needs the third identifying sign to give them freeway
visibility, which is important to any tenant at that location. He stated the
lease includes the third sign. He urged Council approval to allow the third
sign.

No one in the audience spoke in opposition to this item.

There being no further testimony, Mayor Brandes declared the public hear-
ing closed.

After discussion, it was moved by Councilmember Butler, and seconded by
Councilmember Mercer, that Resolution No. 85-557, approving AP-85-17, appeal
of Integrated Sign Associates, and allowing the installation of a wall-mounted
sign ("Home Federal") to be located at 5870 Stoneridge Mall Road, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mercer, Mohr, and Wood
NOES: Mayor Brandes
ABSENT: None

AP-85-18, Application of Integrated Sign Associates appealing a decision of
the Design Review Board denying the installation of a wall-mounted sign ("copy
Mat") to be located at 5870 Stoneridge Mall Road. Zoning for the property is
CR (Regional Commercial)-Peripheral District
Mr. Swift presented his report (SR 85:580) dated November 19, 1985,
regarding this matter.

Mayor Brandes declared the public hearing open.

Mr. Leo March 10845 Wheatlands Avenue, Santee, stated this application is
part of the original sign program approved by Taubman Company. When he ap-
peared before the Design Review Board it was felt that the signs were not in
keeping with adjacent signs to the property. It was suggested he work with
staff to find a viable solution. He stated there seems to be an impasse
between Taubman and the City. He suggested a compromise; to allow Copy Mat to
have a monument sign reading "Copy Mat", and also a sign over the entrance of
the parking lot side of the building that reads "Copy Mat". He stated this is
a commercial entity and that signs are important for identification and loca-
tion of the business.

7 - 11-19-85
