Zoning for the property is RM-4000 (Multi-family Residential) District <br /> Mr. Swift presented his report (SR 85:574) dated November 19, 1985, <br /> regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on this item. <br /> <br />[_{') Mr. Randy Isaacs, applicant, stated he is proposing to construct a second <br />~ story onto his present dwelling. He presented drawings showing the proposed <br />~ project and the house as it exists now. He stated the floor area ratio ex- <br /> ceeds the code by only 13%. He stated that other residences in the area ex- <br />~ ceed the ratio by a greater percent. He stated the project will eliminate the <br /> flat roof and be more compatible with the character of the other residences on <br /> this street. He stated the neighbors do not object to the proposed addition <br /> and it does not conflict with the character of the existing residences. He <br /> concluded by stating he did not feel this would be granting a special <br /> privilege, and he urged approval of his appeal. <br /> <br /> Mr. Archie Stanley, 535 E. Angela, spoke in favor of the appeal, stating <br /> there are many old Victorian homes on this street and that the present house <br /> is out of character with surrounding homes. He stated that anyone who want to <br /> build on should be encouraged; and that this particular proposal will enhance <br /> the neighborhood. <br /> <br /> No one in the audience spoke in opposition to the item. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hear- <br /> ing closed. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br /> Councilmember Wood, that Resolution No. 85-556, approving AP-85-19, appeal of <br /> a decision of the Board of Adjustment denying the application of Randy Isaacs <br /> for a Variance from the Ordinance Code to increase the maximum allowable floor <br /> area ratio to facilitate construction of a 1,339 sq. ft. residential addition <br /> to an existing dwelling at 4613 Second Street, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Mercer and Wood <br /> NOES: Councilmembers Butler, Mohr, and Mayor Brandes <br /> ABSENT: None <br /> <br /> Because of the above vote, the appeal and variance of Randy Isaacs was <br /> denied. <br /> <br /> AP-85-17, Application of Integrated Sign Associates appealing a decision of <br /> the Design Review Board denying the installation of a wall-mounted sign ("Home <br /> Federal") to be located at 5870 Stoneridge Mall Road. Zoning for the property <br /> is CR (Regional Commercial)-Peripheral District <br /> Mr. Swift presented his report (SR 85:579) dated November 19, 1985, <br /> regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on this item. <br /> <br /> Mr. Leo March, 10845 Wheatlands Avenue, Santee, representing Integrated <br /> Signs, stated his firm first got involved when they were engaged to do a com- <br /> prehensive sign program for this building. He stated they looked at the piece <br /> of property for its value and uniqueness and designed the signs based on need <br /> and environment. He stated that Home Federal is new in this area and needs <br /> <br /> 6 - 11-19-85 <br /> <br /> <br />
