- '329 <br /> <br /> Mr. Swift stated that Integrated Signs applied to Taubman for wall signs <br />on two sides of the building at different locations than that shown as a "com- <br />promise", but which Taubman did not approve. Integrated Signs then came back <br />with pedestal signs. That part of the sign program was denied by the Design <br />Review Board, and they instructed staff to get in touch with Taubman to deter- <br />mine what the signing program should be. Staff met with Taubman representa- <br />tives and made a tour of signs in the area. A second tenant sign on the <br />building cannot be approved from Taubman's standpoint and the Design Review <br />Board does not agree. Staff is trying to work with Taubman to come up with a <br />satisfactory solution to this matter. Mr. Swift advised that Council can ap- <br />prove the monument signs as proposed or direct staff to take what action Coun- <br />cil desires. He stated the new signs as proposed tonight have not been con- <br />sidered by the Design Review Board. <br /> <br /> Mr. Morgan Gilman, 3165 Via Largo, Alamo, stated he has been placed in a <br />difficult position; the CC&R's require Taubman approval of any signing in this <br />area. The Design Review Board turned down the Copy Mat sign that Taubman had <br />approved. Taubman says they will not approve any other signing than what they <br />have already approved and what was submitted to the Design Review Board. He <br />stated this is an economic hardship. He feels the process is falling apart. <br />He stated they are one of the last buildings in the project; and they cannot <br />get approval from Taubman for a reasonable solution and cannot get approval <br />from the City, and will possibly lose their tenant. He asked Council to make <br />a decision tonight. <br /> <br /> Mr. Jim Hill, Executive Vice President, Copy Mat, presented background <br />information regarding Copy Mat. He stated this is a chain of high quality <br />copy centers. He advised they try to locate in visible locations at high <br />quality centers. He stated he has been working on this particular project in <br />Stoneridge since July, and would like a satisfactory solution as soon as pos- <br />sible so they can move forward with the business. He urged that some sort of <br />compromise be made that will allow the needed identification signs. <br /> <br /> Mr. MacDonald stated that people significantly affected would have to be <br />notified of any substantial change to the application from what was advertised <br />in the legal notices before Council could take action on a compromise. <br /> <br /> Mr. Robert Irwin, 8730 Wilshire Boulevard, Beverly Hills, Attorney rep- <br />resenting Integrated Signs, stated he noted that staff recommended approval of <br />one monument sign for address only. He pointed out that this is content con- <br />trol; it is not in the ordinance and is constitutionally wrong. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> Mr. March asked Council to consider approval of one monument sign and one <br />wall sign for Copy Mat. <br /> <br /> Tilere being no further testimony, Mayor Brandes declared the public hear- <br />ing closed on this item. <br /> <br /> It was moved by Councilmember Wood, and seconded by Mayor Brandes, to deny <br />AP-85-18, appeal of Integrated Sign Associates appealing a decision of the <br />Design Review Board denying the installation of a wall-mounted sign ("Copy <br />Mat") to be located at 5870 Stoneridge Mall Road. <br />The roll call vote was as follows: <br />AYES: Councilmember Wood and Mayor Brandes <br /> <br /> - 8 - 11-19-85 <br /> <br /> <br />
