Mr. Joseph Madden, 1544 Santa Rita Road, stated the most important thing <br />in the school is the teacher. He stated that many teachers cannot accept <br />positions in this City because of the high cost of housing. He urged Council <br />to consider providing more low and moderate income housing for teachers, and <br />other medium income people who provide services to the City. <br /> <br /> Mr. Van Rainey, 2055 Alexander Way, urged Council to establish priorities <br />in support of school assistance and sound development in Pleasanton. <br /> <br /> Mr. Oliver Anjo, 2403 Raven Road, stated he was told by City staff about a <br />year ago that Proposition 4 funds would not be available for several years, <br />and now there seems to be a large amount of these funds available. Staff ad- <br />vised him that it was not known last year what funds would be available in the <br />future, and the amount now is an estimated figure. Mr. Anjo urged Council to <br />be honest about the amount of money there is, and how it will be refunded if a <br />refund is in order. He stated there needs to be a new library and he felt <br />funds should be used for this project. <br /> <br /> Mr. Peder Jacobson, 6122 Allbrook Circle, representing the Ballistic Soc- <br />cer League, requested that some of the Proposition 4 funds be used to improve <br />and expand soccer fields in the sports park and to create a new road into the <br />back side of the sports park, especially for emergency purposes. Staff ad- <br />vised him there is an emergency access road into the back of the sports park; <br />and that the matter of a public road has been formally discussed several times <br />in the past and is now a dead issue. Staff also advised him that the Park and <br />Recreation Commission sets the priorities regarding park and sports <br />improvements. <br /> <br /> Council discussion ensued regarding the date for the special election, and <br />after discussion determined that-the election should be held on March 4, 1986. <br /> <br /> Further Council discussion ensued regarding the wording on the ballot, the <br />priority list, possible refund to the taxpayers, and wording of the ordinance. <br /> <br /> Councilmember Butler suggested the following wording for the ballot lan- <br />guage: "Shall the ordinance increase the appropriation limit and providing for <br />capital projects including a new library and the Valley Avenue Extension be <br />adopted?". Councilmembers favored this wording. <br /> <br /> Council established the following priority list: <br />a. Construction of a new library. <br /> <br />b. Construction of the Valley Avenue extension across Stanley Boulevard from <br /> Santa Rita Road to the Pico Street Bridge. <br /> <br />c. Programs and projects which enhance the mental, physical and cultural <br /> development of Pleasanton's children. <br /> <br />d. Programs and projects which enhance downtown Pleasanton as the heart of <br /> the community, particularly projects for street improvement, landscaping <br /> and public parking. <br /> <br />e. Construction of senior citizen housing and a senior citizen center. <br /> <br /> 14 - 11-19-85 <br /> <br /> <br />
