lapse eighteen months from the date of approval unless construction has com- <br />menced on any building in the project; and (E) that the agreement shall run <br />with the land; and authorizing staff to draft and the Mayor to execute such an <br />agreement, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, and Wood <br />NOES: Mayor Brandes <br />ABSENT: None <br /> <br />Financial Considerations Relating to Possible Election to Change Appropria- <br />tions Limit (Proposition 4} <br /> Mr. Hammon presented his report (SR 85:571) dated November 19, 1985, <br />regarding this matter. <br /> <br /> Ms. Elizabeth Glickman, 3229 Flemington Court, asked that Council use some <br />of the Proposition 4 money to help school children. She stated there is a <br />lack of funding for schools, and she;feels the that growth in the City over <br />the last two years has severely impacted the school system and will have <br />seious reprocussions unless there is some relief. She urged Council to con- <br />sider assisting school children. Mayor Brandes explained there are legal <br />restrictions in transferring City funds to the school district. <br /> <br /> Councilmember Mercer advised that he is having a meeting with the School <br />Superintendent and representatives of the School Board on November 25, 1985, <br />to discuss the problems that the School District is experiencing, and possible <br />solutions to those problems. He stated the City intends to work closely with <br />the School District regarding this matter. <br /> <br /> Ms. Cindy McGovern, 9206 Longview Drive, stated that the first job of a <br />community is to provide good education. She stated that schools now do not <br />offer fine arts such as music, science, etc., which she felt is important to a <br />good education. She asked if the City could help with the maintenance of <br />school buildings or expansion of them; assist in looking for new land sites; <br />help toget funds to build new schools; assist in getting enrichment programs <br />for after school hours; and help with playground areas which are dilapidated <br />and small. <br /> <br /> Ms. Kay Ayala, 4515 Gatetree Circle, representing Harvest Park School, <br />stated that all schools are overcrowded and she would appreciate any help that <br />the City could give in this regard. <br /> <br /> Mr. Steven Lind, 4107 Francisco, President of the PTA and representing <br />Alisal School, stated that representatives from most of the Pleasanton schools <br />are present tonight to show their concern for the plight of the schools and to <br />offer their assistance in any way possible to solve the problems. He asked <br />for a show of hands from those in the audience who are present regarding this <br />matter. Approximately 30 people raised their hands. He stated that if City <br />funds can be used for projects for the betterment of the children, he and <br />others in the audience would like to help develop those projects. <br /> <br /> Mr. Bob Amick, 5230 Ridgevale Way, stated that everyone agrees there is a <br /> severe need for assistance in the solution of overcrowded and dilapidated <br /> schools, and this is a tremendous opportunity for people who care to do some- <br /> thing about this matter. <br /> <br /> 13 - 11-19-85 <br /> <br /> <br />
