REPORTS OF BOARDS AND COMMISSIONS <br />Actions Taken by the Board of Adjustment, Design Review Board, and Planning <br />Commission at their meeting of 11-13-85 <br /> Mr. Swift presented his report (SR 85:576) dated November 14, 1985, <br />regarding this matter. No action was required or taken by Council on the <br />item. Mayor Brandes requested that it be noted that the Planning Commission <br />unanimously recommended that the waiver of assessment district fees and sewer <br />capacity allocation for Valley Memorial Hospital be rescinded by City Council. <br /> <br />REPORTS OF THE CITY MANAGER <br />Proposal to Ban the Further Use of Roof Coverings which do not Provide Fire <br />Hazard Protection <br /> Chief Hill presented his report (SR 85:555) dated October 25, 1985, <br />regarding this matter. He reviewed the costs and life cycle of various types <br />of roofing material. <br /> <br /> Mr. Smith, Director of Inspection Services, stated that a permit is re- <br />quired for roof replacement, however, inspectors from this department catch <br />two or three roofers a week who are doing jobs without a permit. <br /> <br /> Ms. Beth Beam, 1121Kottinger, asked why does the City have to get in- <br />volved in this type of regulation. Council explained that because of the fire <br />hazards created by untreated shake roofs, it was felt to be in the best inter- <br />ests of the City to protect against this danger. They also explained that <br />there are several alternatives available to homeowners regarding this matter. <br /> <br /> Mr. Peder Jacobson, 6122 Allbrook Circle, stated the report does not ad- <br />dress all factors involved in roofing repair or replacement; citing that not <br />all buildings will support tile roofs. He asked what percent of roof repair <br />would constitute the need for a permit. Mr. Smith advised that any roof re- <br />pair that included over 50% of the roof would require a permit. <br /> <br /> After discussion, Mayor Brandes instructed staff to bring back a draft <br />ordinance to ban the further use of roof coverings which do not provide fire <br />hazard protection for consideration by the Council at the next meeting. <br /> <br />R__~quest for Low Income Housing Development Exemption for Callahan Pentz <br />Properties <br /> Mr. Swift presented his report (SR 85:572) dated November 19, 1985, <br />regarding this matter. <br /> <br /> Mayor Brandes stated he opposes this item because of the timing with the <br />General Plan review. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, <br />that Resolution No. 85-560, amending the existing set-aside units to include 3 <br />more units which would be charged against the 1987 allocation; approving the <br />application for 103 units of low-income set-aside which would allow construc- <br />tion of the entire 412 unit complex for Callahan Pentz Properties; directing <br />the City Attorney to prepare an agreement which includes the following ele- <br />ments: (A) that the 103 designated lower-income units shall be subject to rent <br />limitations for at least fifteen years; (B) rent adjustments may be allowed <br />annually based upon HUD income guidelines; (C) the developer and subsequent <br />successors shall be responsible for yearly status reports on the administra- <br />tion of the lower-income units within the project, such reports will include <br />information on occupancy and income of tenants; (D) that the exemption shall <br /> <br /> 11-19-85 <br /> 12 - <br /> <br /> <br />
