401 <br /> <br /> Mr. Victor Bailey, 4565 Black Avenue, thanked Council for establishing the <br /> 4-way stop on Black Avenue at Harvest. He suggested Council consider placing <br /> a stop sign on Black and Cedarwood Lane. He stated that Black Avenue is 40 <br /> ft. wide curb to curb and there are street lights on one side; while Del Valle <br /> Parkway has lights on both sides. He stated Del Valle needs to be 4 lanes <br /> wide to be safer. He stated this is the only route for emergency equipment if <br /> a train comes through. <br /> <br /> Report on Soundwall on West Side of Hopyard Road between Black Avenue and Gol- <br /> den Road <br /> Mr. Okamura presented his report (IR 85:61) dated November 5, 1985, <br /> regarding this matter. <br /> <br /> Mr. Gregory J. Thome, 1745 Paseo Del Cajon, stated there is an urgent need <br /> for the soundwall. He cited traffic counts and accident statistics, and <br /> stated the noise level is above the maximum limit. He asked how soon this <br /> matter would be considered by Council. Mayor Mercer stated the first time it <br /> could be considered would be at budget time. He instructed staff to notify <br /> Mr. Thome when Council would be considering the budget. <br /> <br /> PUBLIC HEARINGS <br />PUD-85-17, Application of Callahan Pentz Properties for development plan ap- <br />proval to allow the construction of a 412 unit apartment complex on an ap- <br />proximately 16 acre site located on the north side of Andrews Drive between <br />West Las Positas Boulevard and Old Santa Rita Road. Zonin9 for the property <br />is PUD-RM-2500 <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his report (SR 85:538) dated November 5, 1985, regard- <br />ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Pat O'Brian, representing Callahan Pentz Properties, stated he concurs <br />with the staff report and Planning Commission recommendations. <br /> <br /> Mr. Richard Combs, 4443 Second Street, representing the Alameda County <br />Green Belt Congress, stated this group has reviewed the plans and determined <br />the project does not adversely impact the environment, therefore they recom- <br />mend approval of the application. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, <br />that Resolution No. 85-534, determining on the basis of a review of initial <br />environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City's guidelines and that a negative <br />declaration is appropriate in connection with PUD-85-17, application of Cal- <br />lahan Pentz Properties for development plan approval to allow the construction <br />of a 412 unit apartment complex on an approximately 16 acre site located on <br />the north side of Andrews Drive between West Las Positas Boulevard and Old <br />Santa Rita Road, be adopted. <br /> <br /> - 12 11-5-85 <br /> <br /> <br />
