He stated <br /> the new owners did not do anything about this matter. <br /> <br /> Mr. Zenos McPeak, 4295 Churchill Drive, stated he was present at the Oc- <br /> tober 13, 1980, Planning Commission meeting, and that Mr. Persky's statement <br /> are correct. He expressed concern regarding the raised walkway, which allows <br /> people to look into his residence, and has also created a drainage problem in <br /> his back yard. <br /> <br /> After discussion, Mayor Mercer instructed staff to meet with Mr. Persky to <br /> get all the details, and report back to Council regarding recommendations or <br /> solutions to this matter. <br /> <br /> Mrs. Carol Heinlein, 4558 Sutter Gate Avenue, presented a petition, signed <br /> by 81 residents in the area, which read as follows: <br /> <br /> "This is a petition to request two stop signs on Sutter Gate Avenue <br /> at the intersection of Ross Gate Way and Laramie Gate, due to the <br /> hazardous speeding of vehicles driving up and down Sutter Gate <br /> Avenue." <br /> <br />Mrs. Heinlein also presented letters from residents in support of the stop <br />signs. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Mayor Mercer, that Resolution No. 85-533, establishing a four-way stop on Sut- <br />ter Gate Avenue at Ross Gate Way and Laramie Gate, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Mayor Mercer <br />NOES: Councilmembers Butler and Wood <br />ABSENT: None <br /> <br /> Mr. Aymen Kahale, 4634 Del Valle Parkway, asked if there will be an inter- <br />im intersection design for Hopyard Road and Del Valle Parkway before the <br />widening of Hopyard Road. Mayor Mercer advised him there would be an interim <br />design which wilt include a traffic signal at this intersection. Mr. Kahale <br />stated that at the citizens meetings with Councilmember Brandes they were told <br />there were not FAU funds available for improvement to Hopyard Road between Del <br />Valle and Black. At the intermission tonight he was told FAU funds are avail- <br />able and that a change could be implemented in a short period of time. Mr. <br />Walker stated there had been discussion about making Hopyard Road 4 lanes from <br />Valley to Black and there are FAU funds for that improvement but not for the <br />portion to Del Valle. He stated he may have made it appear that the City did <br />not have funds or maybe he did not know at that time, but funds are available <br />for the signal at the intersection of Del Valte Parkway and Hopyard Road. Mr. <br />Walker stated that staff will come back with the design at a later date. Mr. <br />Kahale stated that considering the action taken by City Council earlier <br />regarding the extension of Del Valle to the east side of Main Street, and con- <br />sidering the continuity of the road, and considering the increase of traffic <br />volume as projected by the TJKM report, were any of these items approved to- <br />night be required to have an Environmental Impact Report, since the extension <br />indicates a substantial impact on the environment. Mr. Swift advised that <br />most of the action taken tonight does not change anything; it has been <br />ratified rather than changed.
