Mayor Mercer stated that Pleasanton needs a hospital and he would like to <br /> see Valley Memorial Hospital build it, however, he felt there should be <br /> stronger assurance from Valley Memorial Hospital membership that the facility <br /> will be built. <br /> <br /> Councilmember Mohr stated that when Council refused to give the same con- <br /> sideration to Kaiser to waive the assessment district fees it was because Val- <br /> ley Memorial Hospital is a community hospital; now she wondered if another <br /> health care firm should be considered if they could build sooner than Valley <br /> Memorial Hospital. She asked if the entire assessment district fees could be <br /> collected from Valley Memorial Hospital if they only built Phases i and 2 of <br /> their project. <br /> <br /> Councilmember Wood suggested requiring a performance bond and put a 5-6 <br /> year limit that the project would have to be built. <br /> <br /> Councilmember Butler stated he felt Valley Memorial Hospital should be <br />-- given more time to succeed; Council has provided them the opportunity and en- <br /> vironment so they can make long range plans. He suggested at least waiting <br /> until after a vote is taken by their membership on December 30th regarding the <br /> plan. <br /> <br /> Mr. Broadman stated that Valley Memorial Hospital has acted in good faith <br /> with the agreement and would not like to have any additional conditions added <br /> at this time. <br /> <br /> Mayor Mercer stated that Council is asking for proof that Valley Memorial <br /> Hospital intends to build a facility in Pleasanton. He asked Mr. Broadman to <br /> report back after their meeting on December 30th, with the results of the vote <br /> on the proposed medical campus plan. He thanked Mr. Broadman and representa- <br /> tives from Alta Bates and John Muir hospitals for their presentation. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Mayor Mercer moved this item to the end of the agenda. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Bob Persky, 4276 Churchill Drive, requested assistance from Council in <br /> trying to resolve a problem that has been going on for a long time in the <br /> Pleasanton Meadows area. He stated that at the October 13, 1980 meeting of <br /> the Planning Commission, plans were presented by George Oaks for a proposed <br /> multi-unit development with access way. Mr. Persky stated he was present at <br /> the meeting to find out the density and plans for the access way as well as <br /> fencing and trees. He stated that Planning Commission recessed the meeting <br /> for five minutes to allow Mr. Oakes and the homeowners to discuss this matter. <br /> At that time Mr. Oakes promised that the eucalyptus trees would be removed and <br /> more suitable trees would be planted and that the fencing would be replaced. <br /> Subsequently Mr. Oakes sold the property, the new owner died, and the develop- <br /> ment was turned over to a contractor. Nothing has been done about the trees <br /> or fencing. He stated the Minutes of that meeting are sketchy. He stated <br /> that the neighbors acted in good faith in not requiring a formal agreement, <br /> and would ask now for some assistance or direction from Council as to how to <br /> get this matter taken care of. <br /> <br /> Mr. Leon Collett, 4290 Fairlands Drive, stated he had attended the Plan- <br /> ning Commission meeting of October 13, 1980, at which time he was told the <br /> <br /> - 10 - 11-5-85 <br /> <br /> <br />
