Mr. Jack Opiola, 4685 Del Valle Parkway, stated the residents <br />are concerned about the quality of life and safety of streets. <br />He stated that when the meetings with Councilmember Brandes were <br />expanded to include residents beyond the Del Valle Parkway area <br />there were some squabbles but that all agreed that measures <br />should be taken to resolve the traffic problems in this area. He <br />added that increased traffic on Hopyard Avenue will flow to the <br />residential core. He asked Council to try to solve the traffic <br />problem on Black Avenue without increasing vehicular movement on <br />other nearby streets. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated Del Valle <br />Parkway should not have been designed as it is, and that Stanley <br />Boulevard should be improved. <br /> <br /> Mr. Martin Inderbitzen, 62 S. Neal Street, commended Council- <br />member Brandes for his efforts to work on this issue with the <br />residents. He stated that the Downtown Subcommittee of the Cham- <br />ber of Commerce, has reviewed this matter and would encourage <br />Council to do everything possible to go forward with improvements <br />that would enhance the downtown area. He stated preservation of <br />the downtown character and identity is important. He stated the <br />Downtown Committee want Council to recognize that there is going <br />to be another off-set intersection on the Main Street/Santa Rita <br />Road area of Pleasanton, and that previous evidence shows they do <br />not work very well; the Ray Street/St. John Street intersection <br />is an example. He urged Council to go forward on the east to <br />First Street and make a conventional 4-way intersection out of <br />Del Valle Parkway. He stated this Committee does not have any <br />opinion on how many lanes there should be on Del Valle Parkway or <br />any opinion on any of the other issues, but are concerned with <br />the fact that added traffic in this area is going to have an ad- <br />verse effect on the downtown area. He suggested there be right <br />and left turns off of Del Valle Parkway, left turn on Vervais <br />Avenue, and possibly left turn lanes on Del Valle Parkway; that <br />would keep some congestion out of the downtown area and also al- <br />low some east-west traffic through Pleasanton which does not ex- <br />ist now. <br /> <br /> Mayor Mercer stated that after listening to all the testimo- <br />ny, he felt some measures could be taken immediately that would <br />alleviate some of the traffic problems that now exist; namely, a <br />four-way stop on Black Avenue at Harvest Road, a four-way stop on <br />Del Valle Parkway at Harvest Road, a crossing guard at Del Valle <br />and Harvest, a speed limit of 25 MPH on Del Valle Parkway, and <br />directional signs on Valley and West Las Positas to direct <br />through traffic around downtown. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Mohr, that Resolution No. 85-498, es- <br />tablishing a four-way stop on Black Avenue at Harvest Road, es- <br />tablishing a four-way stop on Del Valle Parkway at Harvest Road, <br />authorizing a crossing guard at the intersection of Del Valle <br />Parkway and Harvest Road, keeping the speed limit at 25 MPH on <br />Del Valle Parkway, and instructing staff to install directional <br />signs on Valley Avenue and West Las Positas Boulevard to direct <br /> <br /> - 8 - 10-15-85 <br /> <br /> <br />
