through traffic around downtown, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> After further discussion, it was moved by Councilmember But- <br />ler, and seconded by Councilmember Brandes, that Resolution No. <br />85-499, to maintain Del Valle Parkway as two lanes from Hopyard <br />Road to Main Street and to widen Hopyard from two to four lanes <br />from the bridge to Black Avenue, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, and Mohr <br />NOES: Mayor Mercer <br />ABSENT: Councilmember Wood <br /> <br /> Mrs. Janet Abreu, 4653 Del Valle Parkway, asked how Del Valle <br />will be designed for two lanes. Mayor Mercer stated that prob- <br />ably the two outside lanes would be improved up to the walls of <br />the underpass, and make a larger, landscaped median. <br /> <br /> Mr. Bob Abreu, 4653 Del Valle Parkway, stated that Council <br />should not look immediately at the completion of the four lane <br />widening on Hopyard Road, but wait to see the effects of the Val- <br />ley Avenue extension completion in the next year or two on the <br />traffic circulation. <br /> <br /> Mr. Kahale appealed to Councilmember to rescind their vote on <br />the widening of Hopyard Road. He stated that expanding Hopyard <br />would drag traffic into the residential core, and that his con- <br />cern is to maintain the integrity and character of the residen- <br />tial area. He added that such expansion would be costly and un- <br />necessary, but once the green light is there it is anyone's guess <br />as to when crews will be out there. <br /> <br /> No Councilmember rescinded their vote in response to Mr. <br />Kahale's request. <br /> <br /> Councilmember Mohr stated that because money has not yet been <br />budgeted to widen Hopyard Road, there will still be plenty of <br />opportunity in the future to make specific decisions. She stated <br />that Hopyard could be reduced at a future date depending on new <br />data, adding that it will be easier to decrease lanes rather than <br />add them at a later time. She felt Council should keep the op- <br />tion open. <br /> <br /> Mr. Kahale asked that a traffic assessment be considered <br />after Valley Avenue extension is completed to see whether or not <br />the need exists to widen Hopyard Road. <br /> <br /> Mr. Walker explained street improvement funding, and stated <br />that the proposed widening of Hopyard Road probably would not be <br />formally considered for quite some time. <br /> <br /> Mr. Paul Shriver stated he is impressed with Council's lis- <br />tening to all parties concerned.
