Mr. Rick Zuniga, 5176 Black Avenue, stated he appreciates the <br />stop sign at Black and Greenwood, and feels the stop sign at <br />Black and Harvest is necessary. He stated there have been many <br />changes in the traffic situation since the General Plan was ini- <br />tiated, and that Council should look at long terms solutions to <br />the problems, not just at a quick fix. He stated the real issue <br />of widening of the Del Valle Parkway is residential integrity and <br />safety of the children. He urged Council not to be swayed by <br />industrial development but make a decision in the interest of all <br />people and adjust the general plan accordingly. Overflow traffic <br />is already prohibitive. He stated he would like to see a slow <br />down of progress, and plan ahead in the interest of the people. <br />He suggested timed stop lights to alleviate traffic on Black <br />Avenue, 35 MPH speed limit except during school hours then 25 <br />MPH. He concluded by stating a plan needs to be brought out <br />separating commercial from residential. <br /> <br /> Mr. George Spiliotopoulos, 5638 San Jose Drive, stated it is <br />important to remember that Pleasanton is a maturing community. <br />He added that many families have more cars than they used to and <br />that many activities in the community such as sports, church, and <br />schools, necessitate vehicular movement. He stated that the in- <br />crease in traffic is not something that has happened instantly, <br />it has generated gradually with the growing City. He stated that <br />the downtown area is struggling, and will eventually be smothered <br />because no one can get to it if adequate measures are not taken <br />regarding downtown traffic. He stated he felt Council should be <br />sensitive to the concerns of the neighbors because they generally <br />are more aware of the needs in their own neighborhood than any- <br />one. He added the present City Council is more responsive to the <br />concerns of the community than any City Council in recent years. <br />He stated a commitment has been made to the neighbors on Stanley <br />Boulevard to preserve the residential character and he felt this <br />same commitment should be made with regard the residents of Del <br />Valle Parkway and Black Avenue. <br /> <br /> Mr. Gregory J. Thome, 1745 Paseo Del Cajon, stated that resi- <br />dents in his neighborhood are concerned about protecting the wel- <br />fare of the environment and the increased noise. He stated they <br />oppose any expansion of Hopyard Road, and also oppose the widen- <br />ing of Del Valle to four lanes. He presented a petition signed <br />by 36 residents, which read as follows: <br /> <br /> "We the undersigned feel that a soundwall on the west <br /> side of Hopyard Road from Black Avenue to Del Valle is <br /> mandatory not only to help curb the noise created by the <br /> expanded traffic on Hopyard, but also to insure the safe- <br /> ty of our residence." <br /> <br />He asked that this request be considered in connection with dis- <br />cussion of the Del Valle Parkway. <br /> <br /> Mayor Mercer instructed staff to prepare a report regarding <br />costs of a soundwall in this area. <br /> <br /> 10-15-85 <br /> - 7 - <br /> <br /> <br />
