Extending Del Valle <br /> to Stanley would be costly, disruptive and duplicating an <br /> Q existing road. To keep the flow of traffic on Main Street we <br /> recommend that no traffic signal or stop sign be placed on <br /> Main at Del Valle, noting that traffic on Main will drop con- <br /> siderably upon the completion of the Valley extension. <br /> 5 . Place appropriate signs on Hopyard at Stoneridge, West Las <br /> Positas and Valley directing traffic onto these road for cer- <br /> tain destinations. <br /> He added that this proposal was supported by approximately 80% of <br /> the residents in the area, as substantiated by a survey, copies <br /> of which were submitted to the City Manager for the record. Fur- <br /> thermore, the traffic study conducted by the firm of TJKM sub- <br /> stantiates the fact that each of the suggested proposals when <br /> applied to the traffic model will reduce traffic on Hopyard, Del <br /> Valle, Division, Main Street, and Stanley. Mr. Kahale stated <br /> that many residents on Black Avenue oppose the thoroughfare, and <br /> they have requested stop signs at Harvest and Greenwood to <br /> resolve some of the problems. He concluded by stating he felt <br /> this proposal is fair and adequate and will resolve many of the <br /> concerns of the Del Valle Parkway residents. <br /> Mr. Victor Bailey, Black Avenue, stated the residents on <br /> Black Avenue feel the traffic should be fairly distributed. He <br /> stated that Valley Avenue is a four lane street with two stop <br /> signs while Black Avenue is only two lanes with one stop sign. <br /> He added that more vehicles are using Black Avenue now in order <br /> to avoid one stop sign. He felt Del Valle should be widened to <br /> accommodate its fair share of the traffic flow. He stated he did <br /> not feel Del Valle Parkway should be widened to four lanes then <br /> two lanes be covered like I-580 was done. He advised there are <br /> 44 dwelling units on Del Valle Parkway and 104 dwelling units on <br /> Black Avenue. He expressed his concern regarding the need for <br /> safety measures on Black Avenue. He urged Council to look at <br /> this issue clearly ald follow the General Plan. He requested a <br /> four-way stop sign be installed at Harvest and Black, near Har- <br /> vest Park School . <br /> Mrs. Jack Opiola, representing the Walnut Grove School Parent <br /> Faculty Association, presented a letter from this group thanking <br /> Council for the newly installed four-way stop at Greenwood and <br /> Black, and requesting a four-way stop at Black Avenue and Harvest <br /> Road. She added there are over one thousand students at Walnut <br /> Grove Elementary School who should be adequately protected. She <br /> also presented a letter from Robert W. Wakeling of the Walnut <br /> Grove School , requesting a stop sign on Black Avenue at the <br /> corner of Harvest Road. <br /> 10-15-85 <br /> - 6 - <br />
