49.7 <br /> It was moved by Councilmember Brandes, and seconded by Coun- <br /> cilmember Mohr, that the firms of Wurstr, Bernardi, & Emmon and <br /> Pacific Urban Design be hired to design the new library building, <br /> and instructing City staff to prepare the necessary documents for <br /> Council approval . <br /> CO The roll call vote was as follows: <br /> AYES : Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br /> OD NOES : None <br /> OD ABSENT: Councilmember Wood <br /> Q Del Valle Extension <br /> Councilmember Brandes presented his memorandum dated October <br /> 11, 1985 , regarding the meetings held with the residents of Del <br /> Valle Parkway as well as other interested citizens, and the con- <br /> cerns expressed by the citizens. He stated he did not make any <br /> recommendations regarding this matter and felt Council should <br /> address the following issues: (1) the number of travel lanes on <br /> Hopyard Road from Black Avenue to Golden Road; (2) the alignment <br /> of the Hopyard/Del Valle/Division intersection; (3) the number of <br /> travel lanes on Del. Valle Parkway between Hopyard Road and Main <br /> Street; (4) determine an interim plan for the Del Valle Parkway/ <br /> Main Street intersection until such time as Del Valle Parkway is <br /> extended; and (5) determine if Del Valle Parkway is to be extend- <br /> ed easterly of Main Street. Councilmember Brandes stated he felt <br /> the first four issues could be addressed tonight and the last <br /> issue could be addressed at the next Council meeting. <br /> Mr. Aymen Kahale , 4634 Del Valle Parkway, presented a letter <br /> to Council from the Del Valle-Creek' s Bend Committee dated Oc- <br /> tober 14 , 1985 . He presented a proposal that this group felt <br /> would preserve the character of the residential areas and improve <br /> traffic circulation. The proposal is as follows: <br /> 1. Keep Hopyard as a (2) lane road from Valley to Del Valle. <br /> Improve its environment by landscaping, sidewalk and bike <br /> lanes, etc. <br /> 2 . Keep Del Valle as a "T" intersection with Hopyard, like all <br /> other crossing streets. Traffic should not be forced onto <br /> Del Valle. Also do not obstruct traffic on Hopyard by a sig- <br /> nal or a stop sign at Del Valle. <br /> 3 . Keep Del Valle between Hopyard and Main Street as a (2) lane <br /> road with the existing road configuration. This is consis- <br /> tent with the "out of court settlement between the City and <br /> P. S . S .A. " , dated May 4 , 1978 and City Council Resolution No. <br /> 79-47 . Furthermore we request that other mitigating measures <br /> in, but not limited to Resolution No. 79-47 , be implemented. <br /> Namely: <br /> a. 4-way stop sign at Harvest and Del Valle. <br /> b. Speed limit be 25 mph. <br /> c. Crosswalks be painted, signs posted to warn drivers of <br /> pedestrian crossing and crossing guards be provided for <br /> children during school hours. <br /> d. Parkway restricted to auto and light truck traffic <br /> - 5 - 10-15-85 <br />
