CITY COUNCIL COMMITTEE REPORTS <br />Introduction of Cable TV Franchise Ordinance and Proposed <br />Franchise Aqreement with Viacom <br /> Councilmember Brandes presented his memorandum dated October <br />9, 1985, regarding this matter. He stated that representatives <br />of the four cities of Livermore, Dublin, San Ramon and Pleasanton <br />as well as the citizens committee, have worked diligently for <br />many months to work out a common franchise agreement with Viacom. <br />He stated he is pleased with the results of these negotiations. <br />He pointed out that recent federal law has taken away practically <br />all the power cities have had in the past to issue and regulate <br />cable TV franchises; specifically provision for rates and type of <br />programming. He stated the agreement does give the City proper <br />protection, expansion of channels, and a healthy community <br />access. <br /> <br /> Ms. Michal Dittrich, representing Viacom, stated that Viacom <br />is pleased to have been able to negotiate with the four cities, <br />and are happy to serve these communities. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Coun- <br />cilmember Butler, that Ordinance No. 1224, to be read by title <br />only and waiving further reading thereof, an ordinance to provide <br />for the establishment and granting of franchises or privileges <br />for the construction, maintenance and operation of cable com- <br />munication, or cable television systems and further providing for <br />the continuing regulation and administration of these franchises <br />and the activities relative to them, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> It was moved by Councilmember Brandes, and seconded by Coun- <br />cilmember Butler, that Resolution No. 85-497, approving Franchise <br />Agreement granting Viacom Cablevision a new fifteen year nonex- <br />clusive franchise to operate a cable television system in the <br />City of Pleasanton and setting forth conditions accompanying the <br />renewal of the franchise, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />Report on Library Architect <br /> Councilmember Brandes stated the Library Committee had inter- <br />viewed three architectural firms for consideration to design the <br />new library building. He commended Mr. Wardin and his Committee <br />for their outstanding efforts and hard work in getting the <br />library plans to the point there are now. <br /> <br /> Mr. Keith Wardin stated it was the unanimous consensus of the <br />Library Committee to hire two firms: Wurstr, Bernardi, & Emmon; <br />and Pacific Urban Design to work jointly on this project. <br /> <br /> - 4 - ' 10-15-85 <br /> <br /> <br />
