CITY COUNCIL COMMITTEE REPORTS Introduction of Cable TV Franchise Ordinance and Proposed Franchise Aqreement with Viacom Councilmember Brandes presented his memorandum dated October 9, 1985, regarding this matter. He stated that representatives of the four cities of Livermore, Dublin, San Ramon and Pleasanton as well as the citizens committee, have worked diligently for many months to work out a common franchise agreement with Viacom. He stated he is pleased with the results of these negotiations. He pointed out that recent federal law has taken away practically all the power cities have had in the past to issue and regulate cable TV franchises; specifically provision for rates and type of programming. He stated the agreement does give the City proper protection, expansion of channels, and a healthy community access. Ms. Michal Dittrich, representing Viacom, stated that Viacom is pleased to have been able to negotiate with the four cities, and are happy to serve these communities. It was moved by Councilmember Brandes, and seconded by Coun- cilmember Butler, that Ordinance No. 1224, to be read by title only and waiving further reading thereof, an ordinance to provide for the establishment and granting of franchises or privileges for the construction, maintenance and operation of cable com- munication, or cable television systems and further providing for the continuing regulation and administration of these franchises and the activities relative to them, be introduced. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer NOES: None ABSENT: Councilmember Wood It was moved by Councilmember Brandes, and seconded by Coun- cilmember Butler, that Resolution No. 85-497, approving Franchise Agreement granting Viacom Cablevision a new fifteen year nonex- clusive franchise to operate a cable television system in the City of Pleasanton and setting forth conditions accompanying the renewal of the franchise, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer NOES: None ABSENT: Councilmember Wood Report on Library Architect Councilmember Brandes stated the Library Committee had inter- viewed three architectural firms for consideration to design the new library building. He commended Mr. Wardin and his Committee for their outstanding efforts and hard work in getting the library plans to the point there are now. Mr. Keith Wardin stated it was the unanimous consensus of the Library Committee to hire two firms: Wurstr, Bernardi, & Emmon; and Pacific Urban Design to work jointly on this project. - 4 - ' 10-15-85
