Mayor Mercer stated he would like to see the low income set-
aside increased from 26 units to 100 units, which he felt would
encourage needed low income housing and yet not violate the al-
location projections.

Councilmember Brandes stated he is opposed to this; to go
ahead and allow the potential of a 400 unit project would pre-
clude some options Council might want to take after the General
Plan Review. He stated he felt Council should wait until after
review of the whole spectrum of the holding capacity and makeup
of multi and single family units.

Councilmember Mohr stated 'she is pleased that the Mayor is
proposing to expand the number of low income set-aside units.
She added this is really a drop in the bucket and that if an op-
portunity is presented to Council, they should not preclude that
opportunity or option.

It was moved by Councilmember Brandes that the Growth Manage-
ment Program be set aside until after Council takes action on the
1986 benchmarks, and that 500 units be allocated in long-term
agreements.

The motion died for lack of a second.

After discussion, it was moved by Councilmember Butler, and
seconded by Councilmember Mohr, that Resolution No. 85-503, al-
locating 500 units in long term agreements; allocating 100 units
for low income set-aside; and deferring the overall Growth Man-
agement Program until the benchmarks of the General Plan are
available, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mohr, and Mayor Mercer
NOES: Councilmember Brandes
ABSENT: Councilmember Wood

Consideration of an Ordinance Establishing Alarm Requlations
Chief Eastman presented his report (SR 85:500) dated Septem-
ber 16, 1985, regarding this matter.

Mayor Mercer declared the public hearing open on this item.

No one in the audience spoke in favor of or in opposition to
the matter.

Mayor Mercer declared the public hearing closed.

It was moved by Councilmember Butler, and seconded by Coun-
cilmember Brandes, that Ordinance No. 1228, to be read by title
only and waiving further reading thereof, an ordinance amending
alarm regulations, be introduced.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer
NOES: None
ABSENT: Councilmember Wood

10-15-85
- 16 -
