Commerce Board Member, a Pleasanton residential customer a rep- <br />resentative from the North Pleasanton business community, and one <br />planning staff member. Councilmembers supported this suggestion. <br />Mayor Mercer appointed Councilmember Mohr to serve on the commit- <br />tee. After discussion, Mayor Mercer instructed Mrs. Wellman and <br />Councilmember Mohr to select the remaining members to serve on <br />this committee. <br /> <br /> Mr. Victor Bailey, Black Avenue, stated he is concerned about <br />the proposed bus route going down Black Avenue. Councilmember <br />Mohr advised that the routing system was proposed by a consul- <br />tant, but that specific routes will be determined by the Transit <br />Authority. As soon as a Manager is hired there will be public <br />hearings set to consider the formal routes. <br /> <br /> Mr. Bailey suggested that Council request that the Post Of- <br />fice be moved to a different location, and that building used as <br />a library. <br /> <br /> Mr. Bailey expressed concern about keeping railroads safer <br />through residential areas. <br /> <br /> Mr. James Zukelly stated it is almost impossible to find af- <br />fordable housing in Pleasanton, and that more affordable apart- <br />ments are needed. He stated that $500.00 minimun rental fee ex- <br />cludes many people. Mayor Mercer stated that the City does not <br />have a minimum rental fee, and that there have been several <br />apartment units approved in the last two years with a low income <br />incentive that allows rental of 25% of the units at an affordable <br />rate as determined by HUD. <br /> <br />PUBLIC HEARINGS <br />RZ-85-15, Application of the City of Pleasanton to amend the Or- <br />dinance Code to create an overlay district to establish design <br />review procedures and design standards for the Central Business <br />District in that area generally bounded by Bernal Avenue, First <br />Street, Stanley Boulevard, the railroad tracks of the Union <br />Pacific Railroad, St. John Street, and Peters Avenue (both sides <br />of said streets) <br /> Mr. Swift presented his report (SR 85:513) dated October 9, <br />1985, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Mr. Roger Manning, representing the Chamber of Commerce Down- <br />town Task Force, introduced the members of this committee as fol- <br />lows: Chris Beratlis, Frank C. Brandes, Jr., Ben Fernandez, Joyce <br />Getty, Bob Harris, Bill Hirst, Judy Mayhew, Bob Philcox, Debra <br />Strong, Lori Scott-Vinter, and Roger Manning. He stated this <br />Committee encourages Council to approve the application and <br />guidelines, in order to preserve the downtown area. <br /> <br /> No one in the audience spoke in opposition to the item. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br /> - 11 - 10-15-85 <br /> <br /> <br />
