He requested that staff enforce <br />L(') the noise regulations regarding Sunday construction activity. <br /> <br /> Councilmember Brandes stated that the City of Pleasanton received a Merit <br /> Award from MTC for the TSM ordinance, at the recent MTC Annual Awards Program. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Discussion of Library Location <br /> Councilmember Brandes stated there was an article in the Sunday Times <br /> which was incorrect regarding the library report; he advised the report came <br /> from the citizens committee and its Chairman Keith Wardin, not from Council- <br /> member Brandes. He stated the Library Committee is working very diligently on <br /> the proposed new library building and he felt that now is the appropriate time <br /> for Council to select the site in order for plans to proceed in an orderly <br /> fashion. <br /> <br /> Ms. Joy Robinson, 4127 Suffolk Way, member of the Library Committe, stated <br /> she is asked many times where the new library will be located. She added that <br /> she would like to be able to tell the public where the new library site will <br /> be ~nd the reason why that particular site was choosen. She stated she sup- <br /> ~3~I~ the building be located at its present site in the Amador Valley Com- <br /> .y Park because people are familiar with it being there, the amount of <br /> land'is flexible, can have a quality building there, and the environment is <br /> compatible. <br /> <br /> Ms. Jacquie Oliverius, Chairperson of the Park and Recreation Commission, <br /> stated this Commission strongly favors placing the new library on the Civic <br /> Center site. She advised they passed a resolution to this effect in December <br /> and followed up with a similar motion in March. She cited reasons for favor- <br /> ing the Civic Center site as follows: {1} less traffic congestion; (2} suffi- <br /> cient land; and (3) would be able to provide services that cannot now be pro- <br /> vided at the Amador Park location. She stated that a multi-use center has <br /> been planned for the Amador Park site. She urged Council to favorably con- <br /> sider the Civic Center site for the new library location. <br /> <br /> Mr. Ben Tarver, 1144 Arak Court, member of the Library Committee, stated <br /> he supports the Park and Recreation Commission's recommendation to place the <br /> new library at the Civic Center, and that road improvements would support that <br /> location. He stated he does not want to lose valuable soccer playing space to <br /> buildings in the park. <br /> <br /> Ms. Marian Swanson, 5416 Greenfield Way, member of the Library Committee, <br /> stated she prefers the Amador Valley Park site because it is a familiar loca- <br /> tion. However, she felt a library would be good at either location. She <br /> stated that at its presented location there is drop-in traffic whereas at the <br /> Civic Center site it would be more of a planned use of the library; people <br /> would have to make a determined effort to get there. She stated she would <br /> like to see how the site will be developed as to roads, bicycle safety, etc. <br /> <br /> Councilmember Brandes stated that as liaison to the Park and Recreation <br /> Commission he has had the benefit of their discussions regarding this matter. <br /> He stated he felt the Civic Center site is the most appropriate because of the <br /> <br /> 4 - 10-1-85 <br /> <br /> <br />
