Adoption of Resolution No. 85-469, establishing a four-way stop at the <br /> intersection of Black Avenue and Greenwood Road. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Butler stated that a recent article published in the Tri- <br />Valley Herald regarding sewage treatment for the valley was incorrect and left <br />the wrong impression regarding this matter. He stated it is important that <br />the public realize that effluent is being highly treated before being pumped <br />to the bay. <br /> <br /> Councilmember Butler stated he has just become aware of an initiative <br />petition that the State Chamber of Commerce is supporting that backs the posi- <br />tion that Council has long held regarding the "deep pocket" rule of liability. <br />He advised the City is required to pay many claims in which there is no <br />liability or only a small amount of liability because of the "deep pockets" <br />rule. He stated that sufficient signatures need to be obtained during October <br />in order for the initiative to be placed on the June ballot.
