Mr. Leo Heckathorn~ 4202 Stanley Boulevard, stated he and other residents
of the mobile home park do not want to be displaced. He advised there are-
still dirt problems on Stanley Boulevard and Main Street.

Mr. Greg Butler, 4602 Del Valle Parkway, stated that Council should listen
to the wishes of the residents. He also stated that Council should look at
more modern philosophies and plans regarding traffic patterns and streets.

Mr. John Payne stated that there is a separate application for his proper-
ty only.

There being no further testimony, Mayor Mercer declared the public hearing
closed on these two items.

Councilmember Brandes stated the citizens committee recommendations
regarding the Del Valley Parkway and Stanley Boulevard should be ready for
Council review by the second meeting in October.

Councilmember Wood stated he is opposed to these applications because he
felt additional information is needed including the recommendations of the
citizens committee.

Councilmember Butler stated he is opposed to GP-85-6. He stated he felt
there should be no change of this parcel until Council decides what to do with
the street alignment.

Councilmember Brandes concurred, stating that GP-85-6 is premature until
after a decision is made on the Del Valle Parkway extension.

Mayor Mercer stated that when this property was annexed to the City the
property owners were assured it would remain rural. He stated he felt a moral
obligation to keep this area zoned R-1-20,000 until the neighbors want it
changed. He stated they were not opposed to the Country Fair development. He
advised he had opposed the Det Valle Parkway extension at the time it was
first presented because he felt it would create traffic problems on Main
Street and Stanley Boulevard, and now these concerns are coming true. He took
exception to the remarks of Mr. Greg Butler, who stated Council has not used
up-to-date traffic planning; Mayor Mercer cited modern methods of traffic con-
trol now in use in the City.

It was moved by Councilmember Wood, and seconded by Councilmember Brandes,
that Resolution No. 85-447, denying GP-85-6, application of the City of
Pleasanton to amend the Land Use Element of the General Plan to change the
land use designation of eleven lots totalling 7.86 acres located on the north
side of Stanley Boulevard between 4011 and 4129 Stanley Boulevard inclusive,
from "Medium Density Residential" to "High Density Residential", be adopted.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer
NOES: None
ABSENT: None

Because of the above Council action there was no need to consider adoption
of the negative declaration in connection with GP-85-6.

9-17-85
9 -
