The following persons spoke in opposition to one or both of the above <br /> applications: <br /> <br /> Mr. Bill Lenson, 3950 Stanley Boulevard, stated that this area was in a <br />stable condition until recent approval for development of a townhouse complex; <br />now there is an unstable situation. He stated he felt this was poor planning. <br />He stated that long time residents on both sides of the street with small <br />pieces of property cannot develop their property, and that residents of the <br />trailer park will be displaced. He advised there cannot be definite setbacks <br />determined at this time because the street alignment is not definite. He re- <br />viewed the traffic problems existing now and potential problems with increased <br />traffic, He requested that development be stopped until Valley Avenue is ex- <br />tended. He stated he felt developers should pay for the setbacks required to <br />widen Stanley Boulevard. 'He advfsed he is opposed to the Del Valle Parkway <br />extension to Main Street and Stanley Boulevard. He urged Council to follow <br />staff recommendations. <br /> <br /> Mr. Ayman Kahale, 4634 Del Valle Parkway, advised that a group of citizens <br />are working with Councilmember Brandes and City staff regarding the extension <br />of Del Valle Parkway and the realignment of Stanley Boulevard. He stated he <br />felt there should not be any decision made on these applications until after <br />completion of the Committee's review and recommendation regarding this matter. <br /> <br /> Mr. Dave Petersen, 4013 Stanley Boulevard., advised that several years ago <br />this area was annexed but was to be left in a rural atmosphere; now that is <br />coming to an end. He stated that high density will create more traffic, and <br />that traffic is at a maximum now. He stated the speed limit has been in- <br />creased on Stanley Boulevard, making it difficult for homeowners to get out <br />onto the street. He advised that some property owners are not willing to sell <br />and would like to keep their property in the rural atmosphere character. He <br />stated he can support the Payne property as high density but other properties <br />in the area should have no more than five units per acre because of the traf- <br />fic. He urged that only the Payne property be rezoned high density. <br /> <br /> Mr. Brent Wilcox, representing his parents at 3988 Stanley Boulevard, <br />stated that high density will change the character of the neighborhood and <br />increase traffic at build-out. He stated he can support the Payne proposal <br />but felt that the remainder of the area should only have five units per acre. <br />He advised the majority of the property owners (approximately 60%) are against <br />high density. He stated he is concerned about acquisition of the right-of-way <br />for street widening. <br /> <br /> Mr. Morris Jones, 4023 Stanley Boulevard, advised his property is too <br />small to develop, and well as his daughter's property adjacent to his. He <br />requested the area remain as it is now. He expressed concern regarding traf- <br />fic and stated there needs to be a stop sign to alleviate the problem of prop- <br />erty owners getting onto the street. <br /> <br /> Mrs. Winona Kulpan, 4112 Stanley Boulevard, stated the property owners <br />were advised that there would not be any more rezoning of this area after the <br />approval of the Country Fair development until realignment of the street was <br />settled, She stated that any rezoning will affect property in this area. She <br />expressed opposition to any change until the Del Valle Parkway realignment is <br />determined. <br /> <br /> - 8 - 9-17-85 <br /> <br /> <br />
