reading thereof, approving RZ-85-7, application of the Pleasanton School Dis- <br /> trict and Amador Savings and Loan to rezone an approximately 22.3 acre site <br /> from the "P" (Public and Institutional) District to the R-1-6500 (Single- <br /> family Residential) District, located on the north side of Crellin Road, im- <br /> mediately east of the residences on the east side of Sylvaner Drive and 600 <br /> feet southeast of Chardonnay Drive, subject to all conditions set forth in <br /> Planning Commission Resolution No. 2671, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> GP-85-6, Application of the City of Pleasanton to amend the Land Use Element <br /> of the General Plan to change the land use designation of eleven lots-total- <br /> lin9 7.86 acres located on the north side of Stanley Boulevard between 4011 <br /> and 4129 Stanley Boulevard inclusive, from "Medium Density Residential" to <br /> "High Density Residential" <br /> <br /> Consider Adoption of Negative Declaration <br /> <br />GP-85-3, Application of John Payne, et al, to amend the Land Use Element <br />designation of the General Plan for an approximately 2.6 acre site, located at <br />4089 and 4129 Stanley Boulevard. Zoning for the properties is R-1-20,000 <br />(Single-family Residential) District <br /> <br />Consider Adoption of Negative Declaration <br /> Mr. Swift presented his reports (SR 85:447 and SR 85:443, respectively), <br />dated September 17, 1985, regarding these two items. <br /> <br /> Mayor Mercer declared the public hearing open on the applications and the <br />negative declarations. <br /> <br /> Mr. John Payne, 3689 Pimlico Drive, applicant, stated he felt this is a <br />good area for high density. He added that the Residential Review Committee <br />recommended high density for this area. <br /> <br /> Mr. Harvey Levine, Attorney representing Mr. Payne, presented a letter <br />from Mr. Payne to the City Council, outlining proposed changes to Conditions <br />Nos. 1 and 2 for GP-85-6, which the applicant would like to have considered. <br />Included in the letter was a proposed change to Condition No. 4 to PUD-85-7. <br /> <br /> Mr. Martin Inderbitzen, 62 W. Neal Street, stated he is in favor of the <br />application and felt that other properties on the north side of Stanley <br />Boulevard should be included in the General Plan amendment. <br /> <br /> Mrs. Robert Silva, owner of property near the Molinaro property, stated <br />that if high density is allowed on that property there will be an air pollu- <br />tion problem. She stated she is not opposed to low density zoning. <br /> <br /> Mr. John Corley, Attorney representing Pleasanton Cabinet Shop, stated he <br />has discussed with the City Attorney the possibilities of forming an assess- <br />ment district for the extension of Valley Avenue, and suggested this might be <br />a benefitted area. He stated he felt the zoning is too specific; perhaps PUD <br />would be more appropriate. He stated this would encourage individual owners <br />to come in with compatible plans. He urged Council to consider a general land <br />use plan rather than specific zoning. <br /> <br /> 7 - 9-17-85 <br /> <br /> <br />
