hearings will have to be held and he will advise on that matter at the next <br />meeting. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by <br />Councilmember Wood, to direct staff to begin the procedures to amend the Down- <br />town Business Improvement District as follows: the assessment would be two <br />times an annual business license tax with a minimum fee of $75.00 and a maxi- <br />mum fee of $200.00, that businesses exempt from paying license taxes would pay <br />the maximum amount, and that certain non-profit businesses be exempt.The roll <br />call vote was as follows: <br />AYES: Councilmembers Mohr, Wood, and Vice Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Butler and Mayor Mercer <br /> <br /> Mr. Walker advised that the lower rate would be effective July 1, 1985, <br />and that the old rates are still due on the previous billings.' .-~ <br /> <br />Cable TV Franchise Negotiations <br /> Vice Mayor Brandes stated that negotiations are progressing satisfactorily <br />on the Cable TV Franchise and he expects a settlement on this matter within a <br />short time. <br /> <br />Del Valle Parkway Committee Meetin~ <br /> Vice Mayor Brandes stated that he and City staff had met with representa- <br />tives of Del Valle Homeowners Association regarding the widening of the Del <br />Valle Parkway. He stated they presented some questions and some possible <br />solutions to their concerns. He advised that research is going on to gather <br />additional information relativ-e to this matter. Vice Mayor Brandes stated <br />that since that meeting he has received phone calls from concerned residents <br />who reside between Main Street and Stanley Boulevard as well as business peo- <br />ple and the Chamber of Commerce. He advised that as further meetings are <br />schedule the public will be invited and the meetings open to everyone in order <br />that all issues may be discussed. Vice Mayor Brandes stated that one of the <br />concerns of the residents in the Del Valle Parkway area is that FAU funds not <br />be committed until a decision is made on the extension of Hopyard to Del Valle <br />Parkway. <br /> <br /> Mr. Walker stated that after talking to Mr. Kahale who represents the Del <br />Valle Parkway Homeowners, he would like the Minutes of July 16, 1985, amended <br />to reflect that although Council originally approved the widening of Del Valle <br />Parkway to four lines, it would be designed so that only two lanes will be <br />available; one in each direction. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Victor Bailey, 4565 Black Avenue, stated he first noticed the action <br />regarding Del Valle Parkway in the newpapers. He presented a slide showing <br />traffic patterns in the area of Valley Avenue, Black Avenue and Del Valle <br />Parkway. He stated that Del Valle has been designed to carry heavy traffic <br />thus alleviating the problems on Black Avenue (a two lane street), and Valley <br />Avenue (a four lane street). He stated that residents on Black Avenue are in <br />favor of the widening of Del Valle Parkway. He added that it will take traf- <br />fic away from the three schools in the area. He advised that it is'impossible <br />to add any lanes to Black Avenue. He stated it is his feeling that Del Valle <br />Parkway should carry its fair share of traffic and that it will.also make a <br />safer traffic pattern.
