Mrs. Joan Hoffer, 6068 Corte Encinas, commended the master plan. She <br />stated she was almost in total support with the exception of the tennis court <br />lights. She stated there is adequate lighting already from the Sports Park, <br />signal lights, and shopping center lights. She advised that the tennis courts <br />lights would adversely impact her neighborhood. She urged Council to reject <br />this aspect of the tennis court lights and to alter the negative declaration <br />to show the adverse impact of the lights. She added that removal of the <br />lights will save the City money, reduce power overloads, and ease the concerns <br />of residents. <br /> <br /> Mr. Larry Godwin, President of the Country Faire Homeowners Association, <br />commended the Park and Recreation Commission for an outstanding plan. He <br />stated the lights proposed for the tennis courts are completely different than <br />other parks; they will reflect down instead of out. He congratulated City <br />staff on the master plan and encouraged approval of the plan as presented. He <br />stated he felt the environmental impact report adequately addresses the con- <br />cerns regarding lighting and traffic. <br /> <br /> Mrs. Joan Hoffer stated she has lived with tennis courts lights in Oakland <br />and was badly affected by them; it makes daylight until 10:00 p.m. every day <br />and gives a "glarey" effect to the surrounding area. She strongly objected to <br />additional lighting of tennis courts in the proposed park. <br /> <br /> There being no further testimony, Vice Mayor Brandes declared the public <br />hearing closed on the application and the Mitigated Negative Declaration. <br /> <br /> Mrs. Bengtson reviewed the type of lighting proposed for the park which <br />she felt would eliminate any glare. She stated that landscaping will also <br />reduce the impact of the lighting. -. <br /> <br /> It was moved by Councilmember Wood, and s~conded by Councilmember Mohr, <br />that Resolution No. 85-385, determining on the basis of a review of initial <br />environmental study done for this project, that the master plan for the Hop- <br />yard Valley Community Park would have a significant adverse impact upon the <br />environment but that recommended conditions of approval would reduce that im- <br />pact to an insignificant level as outlined in the City's guidelines, therefore <br />a Mitigated Negative Declaration is appropriate in connection with the ap- <br />plication of the City of Pleasanton for approval of the Master Plan for the <br />Hopyard-Valley Community Park (T), to be located on an approximately 15 acre <br />site, located generally within the area bounded by Hopyard Road, Valley <br />Avenue, Via de los Milagros, and the Pleasanton Canal, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Wood, and Vice Mayor Brandes <br />NOES: None <br />ABSENT: Councilmember Butler and Mayor Mercer <br /> <br /> Vice Mayor Brandes asked the status of formally naming the park. Mrs. <br />Bengtson advised that the Park and Recreation will review names for the Park <br />then submit three names for Council decision. <br /> <br /> After discussion, it was moved by Councilmember Mohr, and seconded by <br />Councilmember Wood, that Resolution No. 85-386, approving the application of <br />the City of Pleasanton for approval of the Master Plan for the Hopyard-Valley <br />Community Park (T), to be located on an approximately 15 acre site, located <br />generally within the area bounded by Hopyard Road, Valley Avenue, Via de los <br />Milagros, and the Pleasanton Canal, subject to the following condition: When <br /> <br /> 13 8-6-85 <br /> <br /> <br />
