solution that would be in the best interests of the City, the residential <br /> neighborhood and all parties concerned. <br /> <br /> Mr. Carl Gutermann, 1211 Summer Court, asked that everyone present in the <br /> audience who are opposed to Del Valle Parkway being made four lanes to please <br /> stand. Approximately 50 .people stood in opposition to this issue. Mr. Guter- <br /> mann requested Council to work with these concerned residents to build Pleasa- <br /> ton as the citizens want it. <br /> <br /> Mr. Jack Opiola, 4685 Del Valle Parkway, stated this is a matter of quali- <br /> ty of life. He stated this is a residentially planned community and the issue <br /> that must be faced is the impacts on that quality of life. He cited adverse <br /> impacts as noise and traffic flow. He asked that these issues be reinvesti- <br /> gated before any decision is made to go ahead with the Del Valle extension. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated the mobile home park on <br /> Stanley is being covered with dust from the dirt being hauled from the under- <br /> pass project. He requested the City street sweeper clean up the dirt from the <br /> streets and sidewalks. He stated that the 40 MPH sign on Stanley Boulevard is <br /> covered with brush and should be cut away. <br /> <br /> Mayor Mercer stated that the Del ValleParkway extension has been planned <br />for many years. He advised that at the time of approval the Council felt that <br />the extension should allow for four lanes but expected to only use two lanes <br />until it was deemed necessary to use the full four lanes. He stated that it <br />would be difficult for the City to stop the project now; four contracts have <br />already been let, and it is tied to the railroad consolidation project. <br /> <br /> Mayor Mercer asked if the roadway through the underpass could be restrict- <br />ed to two lanes, but allow the structure to be constructed as planned. The <br />City Manager said that it could be done. The Mayor, with Council concurrence, <br />instructed the staff to prepare a design with only two lanes of traffic <br />through the underpass and to not allow construction to proceed with more than <br />two lanes without Council approval. <br /> <br /> Mr. Bob Abreu, 4653 Del Valle Parkway, stated it is his recollection that <br />to expand the freeway to four lanes would require a full Environmental Impact <br />Report. The City Attorney stated that is correct, He added that the inter- <br />change would be four lanes but the rest of the Del Valle Parkway would be two <br />lanes. <br /> <br /> After further discussion, Mayor Mercer appointed Counilmember Brandes as <br />liaison member to meet with City staff and residents in the Del Valle Parkway <br />area to consider all the ramifications of this issue. He requested these <br />meetings be scheduled as soon as possible.
