Council concurred.

CITY COUNCIL COMMITTEE REPORTS
There were no City Council Committee Reports presented at this meeting.

MEETING OPEN TO THE PUBLIC
Mr. Don Redgwick, representing Redgwick Construction Company, requested
Council to consider an emergency provision to change the haul route as it re-
lates to the Hacienda Business Park PUD. He advised he will be hauling from
Orloff Park to Fromm Business park, and the route as established by Council
will increase his truck traffic on city streets by 3500 miles. He stated that
by allowing his trucks to travel on Santa Rita Road and West Las Positas
Bouelvard will provide a shorter route and reduce truck traffic and increase
safety. He presented a booklet elaborating on the advantages of the shorter
route. He stated he expects to be through with the hauling in three to four
weeks.

After discussion, it was moved by Councilmember Brandes, and seconded by
Councilmember Butler, that the haul route remain the same as is established in
the Hacienda Business Park PUD with the exception of the removal of materials
from Orloff Park to the Koll project by the shortest route.
The roll call vote was as follows:
AYES: Councilmembers Brandes and Butler
NOES: Councilmembers Mohr, Wood, and Mayor Mercer
ABSENT: None

After further discussion, it was moved by Councilmember Mohr, and seconded
by Councilmember Wood, that Resolution No. 85-346, allowing Don Redgwick Con-
struction Company to use a truck route on Santa Rita Road to the Koll project
from 8:00 a.m. to 5:00 p.m., and at all other hours to use the already ap-
proved truck haul route, for a period of four weeks; and instructing staff to
evaluate the Hopyard Road interchange as it relates to this matter, be
adopted.
The roll call vote was as follows:
AYES: Councilmembers Mohr, Wood, and Mayor Mercer
NOES: Councilmembers Brandes and Butler
ABSENT: None

Mr. Ayman Kahale, 4634 Del Valle Parkway, representing residents on Del
Valle Parkway and Creeks Bend. stated these residents are concerned about the -~-~
widening of Del Valle Parkway to four lanes. He stated that such widening
would adversly impact the neighborhood. He requested Council to appoint a
liaison member to meet with concerned residents and City staff to discuss pos-
sible mitigations that could change the character of Del Valle Parkway from a
thoroughfare to a local connector.

Mr. John Arts, 4621Del Valle Parkway, stated he concurs with the comments
of Mr. Kahale. He stated to allows this street to be widened to four lanes
would make it identical to "B" Street in Hayward, and he is very much opposed
to this.

Mr. Greg Butler, 4602 Del Valle Parkway, stated the Del Valle Parkway ex-
tension could present problems. He stated there has been very little input
from residents in the area, and that as a resident and an individual he would
like to work with City staff and a Council representative to find an agreeable

-4- 7-16-85
