221

Mr. Rick Ackel, 5745 Corte Libra, stated he had attended several Park and
Recreation Commission meetings regarding the park site and plan, and he felt
that adequate public testimony had been received regarding this matter. He
urged CQuncil not to make any changes to the Park, and he asked that a deci-
sion be made immediately.

Ms. Christie Wood, 5952 Corte Arbolas, stated she was told when she bought
her home that this area would be a park, and she certainly saw no reason to
put another shopping center at this location. She stated that placing a park
in the middle of a residential area would create many problems; she felt it
.... should remain at the intersection, making it more assessible to the public.

Mr. Cliff McDonald, Officer of the Country Faire Homeowners Association,
stated that as a businessman he could appreciate the offer of Ponderosa, but
on the other side the park has been planned for many years, lots of planning
has gone into the facility, and he felt there should not be any changes at
this point in time. He stated that recent development across the street has
created problems - increased traffic, lighting problems, and noise impacts.
He urged Council not to drag out the public testimony process; stating that
most people are in opposition to any change.

~- Ms. Joan Hoffer, 6068 Corte Encinas, stated the park is needed in its
Lf3 present configuration'and its benefits far outweight any proposal for a shop-
ping center. She asked Council'to reject the new plan as presented by Pon-
~' derosa Homes.

Mr. Bob Hernbroth, 2662 Calle Alegra, stated he moved to this location
three years ago from Secretariet because of adverse impact from the shopping
center in that area. He cited the adverse impacts as noise from loading
trucks all during the night, rats, and garbage. He stated that another shop-
ping center would not be any different and he personally would be offended if
Council allowed the proposed shopping center.

Mrs. Sarah Shoft, resident for ten years and owner of a Ponderosa home for
3-1/2 years, stated she likes Pleasanton and does not want to leave but will
.... be forced to if the proposed commercial complex is allowed to develop.

Mr. Fryer, Ponderosa Homes, rebutted the comments of the opponents by ask-
ing Council to take an impartial look at the impacts that the residents are
concerned about, adding he felt all adverse impacts could be mitigated. He
stated the new proposal is viable, would enhance the revenue of the City, and
still maintain the park facility. He stated that most cities do not feel a
park facility should be located on a major thoroughfare. He asked Council to
consider the revised proposal as presented tonight.

Councilmember Mohr stated this is the first preliminary plan she has seen
on the revised proposed, a~d she felt it is entitled to a public hearing.

Councilmembers Brandes, Butler, and Mayor Mercer concurred that sufficient
public testimony has been received to make a decision without going through
the process of costly public hearings.

After considerable discussion, it was moved by Councilmembr Brandes, and
seconded by Mayor Mercer, that Resolution No. 85-239, rejecting the revised
proposal from Ponderosa Homes that the park site be relocated to the south of
the proposed corner location and that the corner of Valley Avenue and Hopyard

7-2-85
-8-
