223 <br /> <br /> COMMUNICATIONS <br /> Letter from Ponderosa Homes <br /> Mayor Mercer presented a letter from Ponderosa Homes dated June 24, 1985, <br /> requesting a review of the location of the proposed Tennis Park facility pres- <br /> ently programmed for the corner of Hopyard Road and Valley Avenue. <br /> <br /> Mr. Len Fryer, Vice President, Ponderosa Homes, presented plans and re- <br /> quested that the park site be relocated to the south of the proposed corner <br /> location and that the corner of Valley Avenue and Hopyard Road be rezoned to <br /> allow a neighborhood shopping center. He stated that the present park con- <br /> figuration removes from the tax rolls a valuable source of potential property <br /> and sales tax revenue from the City of Pleasanton; the same uses can be accom- <br /> modated on Ponderosa's adjacent property to the south without the resulting <br /> loss of revenue to the City; and that Ponderosa would be willing to contribute <br /> $1,000,000.00 worth of improvements on the new park site location, this con- <br /> tribution would be in addition to the $500,000.00 now required under the long <br /> term agreement between the City and Ponderosa. <br /> <br /> Council discussion ensued regarding the present park plan, and the pos- <br /> sible uses and problems related to a shopping center at this location. <br /> <br />· ~' The following persons spoke in opposition to changing the park site to <br />LO allow a shopping center: <br />~' Mr. Thomas Noll, 5730 Corte Libra, Vice President of the Country Faire <br />'~ Homeowners Association, stated he felt there was no need to debate this issue; <br />~ Council as well as Park and Recration Commission has approved final plans for <br />~ the tennis facility and park, that public testimony has already been received <br /> regarding this matter, and he felt the issue should be closed. He stated he <br /> is adamently opposed to any consideration of a shopping center being placed at <br /> this location, advising there are already shopping centers located on other <br /> corners at this intersection. He urged Council to vote No to any changes in <br /> the Master Plan of the park facility. <br /> <br /> Councilmember Butler asked if a vote had been taken in the Country Faire <br /> Homeowners Association regarding this matter. Mr. Noll stated all members had <br /> been advised by newsletter and that the overwhelming response from the resi- <br /> dents has been in favor of the park and in opposition to any commercial <br /> development at this location. <br /> <br /> Mr. Jim Hook, 5837 Corte Mente, stated he wife walked the Country Faire <br /> Subdivision for four hours this date to get a response to this matter, and <br /> found overwhelming opposition to any change. He advised there is already ad- <br /> verse noise impact in this area and that any additional commercial development <br /> would only make the matter worse and have a negative effect on the neighbor- <br /> hood. He added that a park located on a major thoroughfare made it more ac- <br /> cessible to the general public. <br /> <br /> Mr. Mike Portnoff, Country Faire Subdivision, advised he had taken a quick <br /> poll in his neighborhood this date and there was unanimous opposition to the <br /> proposal of Ponderosa Homes to change the park site. He stated that when he <br /> bought his home he was lead to believe this area would be a park site and he <br /> favored the park plan as approved by Council and the Park and Recreation Com- <br /> mission, adding there is more need for a park than another commercial develop- <br /> ment at this location. <br /> <br /> -7- 7-2-85 <br /> <br /> <br />
