On the other hand he felt it is up to Council to <br /> establish a maximum budget for the library building; Council owes it to all <br /> concerned. <br /> <br /> Councilmember Mercer asked is a two-story building has been considered. <br /> He also expressed concern regarding the cost of landscaping. Mr. Wardin <br /> stated that a two-story building has been suggested but not discussed by the <br />Cr) Library Committee. <br />OD Vice Mayor Mohr stated she has concerned regarding the landscaping and <br />~--! would not like to see any fountains, etc., but would like to see another <br />Ill approach. <br /> <br /> Ms. Earnestine Schneider, representing the School District Board, stated <br /> that the school district, because of the location of the new library, will not <br /> be using it on a regular basis; it will require bussing children to the <br /> library and will be a loss of school time. <br /> <br /> Mrs. David Purselie, 2259 Camino Brazos, stated that since the new library <br /> will shift to the south part of town, has there been any though given to <br /> branch libraries at schools or other sites. Vice Mayor Mohr stated that as <br /> far as she knows, she is the only one who shares this concern. <br /> <br /> Ms. Elizabeth Glickman, 3229 Flemington Court, stated the one concern she <br /> has is that this is a library projected to meet the needs of Pleasanton at <br /> 2005; and how much will be able to be utilized within the next five years - <br /> will it be a big building with nothing in it for a long time to come. <br /> <br /> Ms. Cooper stated that with regard to the operating and maintenance costs, <br /> it is difficult to present accurate figures at this time. She advised that <br /> the costs set forth in her memorandum attached to the staff report are based <br /> on a 38,000 sq. ft. library. She stated there are several options available <br /> to Council for cost reduction: fewer hours open, less library staff, etc. <br /> <br /> Mr. Walker stated that Prop 4 funds should be greater in the years to <br /> come; the first four years will be the least amount. He stated that phasing <br /> may be the best solution; the library needs may change in the next few years. <br /> This would spread the costs. He suggested that the library be constructed in <br /> phases to make the funding go as far as possible; it will cost more to build <br /> in phases but the City may have more money later. <br /> <br /> Council emphasized they want to leave the design of the library to the <br /> County librarian, who knows more about library functions than Council; and in <br /> no way do they want to jeopardize construction of the library. <br /> <br />- Council instructed staff to hire an independent consultant to check proj- <br /> ected costs for the proposed facility, then get the figures to the architect, <br /> and report back to Council in four weeks. <br /> <br /> 4-1-86 <br /> 8 - <br /> <br /> <br />
