2 t3 <br /> <br /> Mr. Bill Lee, Architect representing Pacific Urban Design, presented ren- <br /> derings and layouts of the proposed library. He stated the key is tied to <br /> establishing a reasonable budget. He advised that plans were designed in ac- <br /> cordance with the program given to them by the County librarian. He stated <br /> that cost estimates are difficult to determine; he cited the new library in <br /> Sunnyvale which was bid at higher prices than the architect's estimate. He <br /> advised that he retained the consulting firm of Adamson and Associates in San <br /> Francisco to assist in estimating cost figures. Mr. Lee presented a floor <br /> plan with three alternatives for square footage of the building; 39,910 sq. <br /> ft. for total building, 37,410 sq. ft. less one large meeting room, and 35,410 <br />{y) sq. ft. less both meeting rooms. He presented cost estimates for the building <br /> on each of the alternatives, as well as interior, landscape and site develop- <br />OD ment, and proposed total package. Mr. Lee stated there are various other al- <br />~'~ ternatives for reducing costs if Council so desires. <br /> <br /> Vice Mayor Mohr stated she had requested at the last meeting a breakdown <br /> of what $4 million would buy. Mr. Lee stated that $4 million would require a <br /> reduction of the building by at least one-third. <br /> <br /> Vice Mayor Mohr stated there seems to be concern regarding the two meeting <br /> rooms. Mr. Keith Wardin, representing the Library Committee, stated his Com- <br /> mittee would like to meet with representatives of the School District to <br /> determine the exact use of the two school/meeting rooms so that the Committee <br /> can get an understanding of their importance. Mr. Ginnie Cooper, County <br /> - Librarian, stated that the two room would not be used continuously by the <br /> schools, but would give flexibility for other uses by various organizations. <br /> <br /> Councilmember Mercer expressed concern regarding the high cost of con- <br /> struction, as compared to the construction of the Council Chambers and City <br /> Hall addition. Mr. Ralph Butterfield, representing Wurster, Bernardi, and <br /> Emmons, Inc., stated that tilt-up concrete is the most inexpensive way to <br /> build and the most economic way to enclose a large area and also be <br /> attractive. <br /> <br /> Councilmember Butler stated he does not want to get into construction <br /> details tonight but would like to see it in as broad terms as possible and to <br /> see what Council feels is an allowable total budget, then look at it from that <br /> standpoint. If Council sets a budget that would translate into square footage <br /> of under 25,000-30,000 sq. ft. then that means a reassessment of the whole <br /> program; he was not sure it is Council's place this evening to make that deci- <br /> sion. He added that he is not comfortable with a $6 million project. <br /> <br /> Councilmember Wood stated he is not willing to vote for the project as it <br /> now stands. He stated he would like more information. <br /> <br /> Vice Mayor Mohr stated she has struggled between all the. services she <br /> would like to have, and added that she will not vote for a library building <br /> that costs over $4 million. <br /> <br /> Mr. Wardin stated that several members of the Library Committee are expe- <br /> rienced in the building field and it is their opinion that costs can be con- <br /> tained. He suggested that the Library Committee or City staff be permitted to <br /> engage a consultant to review and make a recommendation regarding actual con- <br /> struction costs. He stated the Library Committee feels that costs are too <br /> high, and the hiring of a consultant would determine more factual figures.
