Mayor Brandes recessed the meeting at 10:00 p.m. <br /> <br /> Mayor Brandes reconvened the meeting at 10:10 p.m. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Jim Guilfoyle, 2780 Willowren Way, expressed concern regarding traffic <br />safety in his neighborhood. He stated there is a blind turn on Willowren, as <br />well as speeding, which creates a dangerous situation for children in the <br />neighborhood. Mayor Brandes referred this matter to the Staff Traffic Commit- <br />tee for review. He instructed staff to notify Mr. Guilfoyle when the meeting <br />would be held and invite him to attend. <br /> <br /> Councilmember Wood asked that the Staff Traffic Committee review safety <br />patterns on Main Street to insure that everything possible is being done to <br />prevent accidents. <br /> <br /> Mr. Bob Grove, 5555 San Jose' Drive, presented a letter signed by five Grey' <br />Eagle landowners, requesting that Council direct the Planning Department to <br />assign one or two digit numbers to each lot within that project. The letter <br />set forth their arguments in favor of this change. He stated that the Police <br />and Fire Departments have no objection to the change, and that developments on <br />Foothill have one and two digit numbering. After discussion, it was moved by <br />Councilmember Wood, and seconded by Councilmember Mercer, that ReSolution No. <br />86-109, directing the Planning Department to assign one or two digit numbers <br />to each lot within Grey Eagle Estates, be adopted. <br />The. roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES': None <br />ABSENT: None <br /> <br /> Mr. Lee Montgomery, Foothill Road, representing the Ridgelands-Property <br />Owners Association, stated that 95% of the property owners are interested in <br />annexing to the City of Pleasanton. Council discussion ensued regarding the <br />boundaries of the proposed annexation. Mr. Montgomery stated he is proposing <br />annexation for that area bounded on the north by 1-580, south to Niles Canyon, <br />west to. Palomares Road, and east to Foothill Road, Sunol and Castlewood. <br />Mayor Brandes stated that in recent correspondence from the City of Hayward <br />they express no intention of placing a moratorium on building on the ridge- <br />lands. The City Attorney'advised that another alternative might be the use of <br />eminent domain to protect the view shed. Mr. Montgomery stated there are only <br />two remaining lots to obtain building permits, and that one lot will not be <br />visible from the Pleasanton side. After further discussion, Council directed <br />Mr. Montgomery to meet with the City Attorney to see what sort of preliminary <br />studies would be needed before the issue could be formally addressed. <br /> <br /> Mr. Bruce Fields, Manager of Pleasanton Gardens, 251 Kottinger Drive, <br />thanked the City Council for their action at the last meeting and the City <br />staff in directing him to available funding in connection with the recent <br />floods which did consideration damage to the Pleasanton Gardens project.
