Mr. Clark Gunson, 4511 Gatetree Circle, representing the School District <br /> Board, stated the School District has many financial needs. He stressed the <br /> importance of good schools in Pleasanton, adding that schools are at capacity <br /> at this time. He stated the immediate need is for an intermediate school; <br />["" this would relieve crowding in other schools and allow for growth in the fu- <br />["' ture. He expressed appreciated to Mayor Brandes and Councilmember Mercer for <br />If) their participation in the recent meetings. <br /> <br /> Councilmember Wood stated that if the City commits to the $4,000,000, he <br /> felt the School District should make an effort to have all children schooled <br /> in Pleasanton. Mr. Gunson stated that a unification program has been started <br /> by concerned parents, but that unification is two years away at the earliest. <br /> Councilmember Mercer stated that School District members do not have authority <br /> to order unifications, it must be by election and that Dublin would also have <br /> to agree. <br /> <br /> Councilmember Mohr asked what the City would be contributing the <br /> _. $4,000,000 to. Mr. Gunson stated that State money is not available, and that <br /> the $4,000,000 would go toward the construction of buildings; if not all is <br /> spent the remainder would be used for programs. He advised there are some <br /> contingencies as to what they can do; they would like to sell some of their <br /> property and would also like to continuing pursuing the possibility of an im- <br /> pact fee. He stated that meetings are being held with developers at this time <br /> to discuss this issue. He stated it is the preference of the School Board to <br /> building the i.ntermediate school in northeast Pleasanton. <br /> <br /> £ouncilmember Mercer stated he recently asked for a report regarding City <br /> · cOnstruction fees.; it was his thought that possibly housing construction fees <br /> could be lowered and commercial fees increased thus allowing an impact fee to <br /> be placed on residential housing but not raising the cost of housing. He <br /> stated the School District is in need of financial aid now, and after con- <br /> siderable review of this matter he could justify in his mind that the <br /> $4,000,000 commitment to a new school is the legitimate thing to do. <br /> <br /> Mrs. Cindy McGovern, 9206 Longview Drive, stated that Pleasanton children <br /> deserve the best education possible; there is a need for additional school <br /> buildings~ the City has surplus funds; and she felt that the allocation of <br /> some of the surplus funds for the betterment of the school program would be in <br /> the best interest of all citizens in Pleasanton. She advised that a group has <br /> formed a legislative committee to address Sacramento regarding school needs. <br /> <br /> Mrs. Kay Ayala, 4515 Gatetree Circle, stated that the $4,000,000 alloca- <br /> tion from the City would allow the School District to proceed with other fund- <br /> ing commitments to construct a new middle school. She advised that the <br /> school, if started immediately, could be completed by September 1988. <br /> <br /> Mrs. Elizabeth Glickman, 3229 Flemington Court, stated that a unification <br /> drive has been started and that a commitment has been made to that end; <br /> Pleasanton is a unique community and to be a whole community all school chil- <br /> dren should be educated within the City. <br /> <br /> Councilmember Mercer stated that lottery money cannot be used to build <br /> school; it can only be allocated for improvements and programs. <br /> <br /> Mr. Steve Lind, 4107 Francisco Street, President of Alisal Parent Teachers <br /> Association, stated that on behalf of Alisal School and the other two schools <br /> <br /> - 7 3-18-86 <br /> <br /> <br />
