Mr. Lee advised that building costs would depend on structure, <br />materials used, etc., and that it is the prerogative of the Council to deter- <br />mine the materials to be used. He stated he needed a definite decision from <br />the Council on these items before he could give any cost estimates. <br /> <br /> Councilmember Mercer asked for justification of the two large meeting <br />rooms and their use; he felt there might possibly be a better use of this <br />space. <br /> <br /> Council discussion ensued regarding the final cost for construction of the <br />library, and maintenance after construction. <br /> <br /> Mr. Keith Wardin, 4611 Third Street, representing the Library Committee, <br />reviewed the events up to this point and stated that Council direction is <br />necessary before proceeding further with the plans. He advised that the <br />original plans called for a 25,000 sq. ft. building but the County Librarian <br />felt this would be inadequate in a short period of time. He stated that costs <br />are a concern and it is the desire of the Library Committee to get the most <br />desirable and adequate building for the most reasonable expenditure. He re- <br />quested a meeting between the Library Committee, County Librarian, Architect, <br />City Council representative, and City staff, to discuss in detail the <br />.specifics relative to building costs and other related items. <br /> <br /> Mr. Jack Hovi.ngh, 4250 Muirwood Drive, stated the success of any library <br />depends on its number of volumes and this should be the ultimate criteria. He <br />proposed the library have the maximum number of volumes per square foot that <br />is possible. <br /> <br /> After further discussion, Mayor Brandes instructed staff to schedule a <br />meeting with the Library Committee, County Librarian, Architect, and School <br />District representatives to discuss in detail the possible alternatives avail- <br />able for Council review. Mr. Lee advised he could have the report prepared <br />for Council consideration on April 1, 1986. <br /> <br />Educational Needs <br /> Mayor Brandes stated that he and Councilmember Mercer have been meeting <br />with representives of the School District to discuss various ways for the City <br />to cooperate with the School District to alleviate the funding problems of the <br />School District. He stated that not all Councilmembers have been privileged <br />to what has gone on in the meetings. Mayor Brandes stated that an impact fee <br />has been discussed as one means of raising additional revenue to build new <br />schools. He advised that the paramount need at the present time is for a mid- <br />dle school. He stated that if the City makes a commitment of $4,000,000 for <br />the intended purpose of assisting in the construction of a middle school the <br />School District can proceed with other financial arrangements for this <br />purpose. <br /> <br /> In response to a question from Mayor Brandes, the City Attorney clarified <br />the terms under which the City could become a financial partner with the <br />School District. <br /> <br /> 3-18-86 <br /> -6- <br /> <br /> <br />
