Mr. Gregg Doherty, 2283 Greenwood Road, stated that as a citizen and <br />former Planning Commissioner he has watched the growth of the City. He <br />strongly urged Council to move ahead with Phase II. He stated that traffic <br />problems as well as other concerns are being mitigated. He stated that <br />Pleasanton has been blessed with good development partners who have added many <br />benefits to the community and revenues to the City, He feels the City should <br />move forward with the proposed project. <br /> <br /> Ms. Kay Ayala, 4515 Gatetree Circle, representing the children of Pleasan- <br />ton, expressed concern that the Environmental Impact Report did not consider <br />the impact on schools when considering Phase II. She stated that school prob- <br />lems will be compounded with the development of Phase II. She asked Council <br />to consider placing an impact fee on new development that would assist in al- <br />leviating the school problems. She added that all schools are at capacity at <br />the present time, and any additional residential development will create over- <br />crowding and intolerable conditions. She stated there needs to be funds <br />available to build more schools to accommodate the growth due to Phase II. <br />Mayor Brandes stated that representatives of the Council are meeting with <br />School District officials to discuss various ways of solving the school prob- <br />lems. He added that approval of Phase II will not have any additional impact <br />on schools; this approval would merely spread the already-approved Phase I <br />land use to include Phase II property. <br /> <br /> Ms. Elizabeth Glickman, 3229 Flemington Court, stated that whether or not <br />Phase I or Phase II impact schools, Pleasanton school are overcrowded. She <br />stated the City is also beginning to run short of sports facilities. She urged <br />correction of the school problems. <br /> <br /> Mr. Bill Lazar, 2449 Crestline Road, stated he feels Hacienda Business <br />Park is a fine project, but he also feels the school problems need to be taken <br />care of now and this needs City Council support. All elementary school are at <br />capacity at the present time. He stated the City is not sending the School <br />District copies of the Environment Impact Reports; he felt this should be done <br />so that school district officials will have the opportunity to study any im- <br />pacts that development will have on schools. He urged Council to look at the <br />impact on schools that Phase I and Phase II will have at total build-out. Mr. <br />Walker stated that he and Councilmembers have been meeting regularly with <br />school district officials and he felt they are aware of all development within <br />the City of Pleasanton. <br /> <br /> Mr. Joe Madden, 1544 Santa Rita Road, stated that competition is terrific <br />and that the developer should be allowed as much flexibility as possible. He <br />stated that the proposed project is a high quality, first class development; <br />if it is not approved then other less desirable development could come into <br />the City. He stated that to try to stop growth would be nonsense; and that <br />the benefits of the Hacienda Business Park far outweight any adverse impacts. <br />He added that the developers of Hacienda Business Park have cooperated with <br />the City above and beyond anyone's expectations. He urged Council approval of <br />the Phase II project. <br /> <br /> Mr. Ben Tarvet, 1144 Arak Court, stated the letter sent to the Council <br />signed by 68 residents tried to analyze'what the EIR had to say, what the <br />Metropolitan Transportation had to say, what AGAB had to say,. and what Contra <br />Costa has to say and respond to that. He felt that residents are at a disad- <br />vantage when they are asked to discuss EIR's. There is a 45 day period to <br />evaluate it but no basis on which to make a judgement on that EIR or be in a <br /> <br /> 9 - 3-4-86 <br /> <br /> <br />
